The Broward County Board of County Commissioners is seeking qualified candidates for the position of Finance Supervisor in the Accounting Division, Finance and Administrative Services Department. This highly administrative responsible position will work in planning, organizing, and supervising activities in the Financial Reporting section. Work involves managing assigned work areas in financial reporting, debt management, managing funds as assigned (governmental, enterprise, etc.). A strong understanding of governmental accounting including governmental activities and business-type activities is desired. The Finance Supervisor reports to the Director and Assistant Director of Accounting and will serve as a contact in Central Accounting for decentralized accounting throughout County Agencies. This position is critical in maintaining complex financial reporting systems and review of general ledger accounts throughout the year.

General Description

Highly responsible administrative work in planning, organizing and supervising the financial activities of the organization. Work involves responsibility for managing such financial policies and operations as financial reporting, accounts payable, payroll, bond sales, debt management, analysis of debt options, operating and capital budget preparation, policy development for adherence to bond resolution and legal requirements. Work includes developing and implementing policies and programs assuring continuity, internal control and coordination of financial activities. Performance is reviewed periodically through conferences and written reports.

Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major course work in finance, accounting or related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years experience in financial management including two (2) years high level supervisory and administrative experience.

Preferences:

Master's degree in Finance, Accounting or Business Administration or related field
Certified Public Accountant (CPA)
Certified Fraud Examiner
Monthly financial close process management experience
Advanced Excel skills
Experience using Microsoft Office
Peoplesoft experience

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Develops, implements and maintains complex financial reporting and control systems.

Researches solutions to financial reporting issues that arise due to changes in accounting standards or statutory regulations/requirements.

Makes recommendations to management team regarding financial planning and policy.

Analyzes and provides consultation on debt management program.

Develops financial policies in accordance with pertinent law, bond resolutions, Government Accounting Standards Board and intergovernmental agreements.

Analyzes and administers the development of operating and capital budgets.

Works with Enterprise Funds for analysis, review and preparation of financial reports.

Represents the County before community groups, service organizations and civic committees.

Attends conferences and public and professional meetings.

The Finance Supervisor develops, implements and maintains complex financial reporting and control processes.

Manages the financial reporting and general ledger group for governmental activities or business-type activities, as assigned.

Manages activity of assigned staff to ensure that all County accounting is performed in accordance with the prescribed accounting and administrative standards and regulations.

Monitors the status of assignments of Accounting Managers

Researches solutions to financial reporting issues that arise due to changes in accounting standards or statutory regulations/requirements.

Makes recommendations to the management team regarding financial planning and policy.

Analyzes and provides consultation on debt management program and assists in preparation and review of continuing disclosures for outstanding bonds.

Develops financial policies in accordance with pertinent law, bond resolutions, Government Accounting Standards Board and intergovernmental agreements.

Analyzes and assists implementing budget transfer

Works with Enterprise Funds for analysis, review and preparation of financial reports.

Works with constitutional offices on annual settlements with the County and consolidation of their financial reports.

Prepares other special financial reports required by County Ordinances

This position supervises staff on the preparation of periodic financial reports including the Annual Comprehensive Financial Report

Performs related work as required.
