What You'll do: We are in the process of identifying a world-class HCMS Task Order Project Manager (U.S. Citizen).
Job Objectives and Responsibilities
- Serve as a Task Order project manager providing directions, removing obstacles, managing clients, overseeing day to day tasks for a large-scale program.
- The Task Order project manager leads a cross functional development team through all phases of the development process, from discovery, through development, to deployment.
- Single point of contact with client leadership. Liaise between process, functional and technical teams.
- Deliver high-quality technical solutions that drive key business strategies.
- Meet with customer and contractor personnel to formulate task plans and deliverable items.
- Manage project schedule, planning tasks, assigning resources to the tasks, and monitoring and tracking progress against plan across multiple teams.
- Provide day-to-day management and oversight of task order team, establish clear goals and continuously evaluate progress and provide guidance as needed to all team members
- Ensure complete compliance with customer agency security and confidentiality requirements
- Ensure conformance with program task schedules and costs, and deliver reports and deliverables
- Coordinate business process and requirements workshop, design workshop, gate reviews as needed.
- Manage backlog, requirements, configuration, development, testing, Go-Live and post Go-Live.
- Perform project reviews, reporting, strategic planning, issues, and risk management.
- Provide guidance to the technical team on the RMF activities to achieve ATO.
- Deliver contractual requirements, alerting leadership as needed to mitigate risks, and preparing status reports for internal leadership.
- Support resolving complex issues, tactical assignments to ensure client satisfaction.
- Implement and manage change when necessary to meet project outputs.
- Mentor and guide team members as they prepare project deliverables and resolve project issues.
- Meet and monitor contractual requirements alerting program management as needed to mitigate risks.
- Work with clients and other consulting counterparts at the leadership level to meet project objectives.
- Communicate and support Groundswell company policies and procedures.
- Non-standard work hours may be required.
Skills, Knowledge and Experience Required
- Must be a US Citizen (no dual status)
- Must be able to obtain TS/SCI security clearance and hold an active DoD secret security clearance
- 10+ years of general technical project management experience, Intelligence or DoD preferred
- 5+ years Intelligence Community (IC) or DoD operational systems preferred
- Experience with ERP HCM system implementation, preferably Workday
- Experience with RMF steps and tasks, and worked on achieving ATO
- PMI-ACP, or PMP certification preferred
- Local to DMV area and requires conducting meetings in SCIF
- Flexibility to travel as required

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $93,916.00 - $198,942.00
