Seneca Global Services, LLC is seeking a Test Engineer III to join a multi-disciplinary Integrated Product Team (IPT) in Orlando, FL. The objective of this work is to provide engineering support and oversight for Developmental, Operational, and Cybersecurity testing (DT/OT/CT) activities related to the Persistent Cyber Training Environment (PCTE) platform. The ideal candidate will be comfortable working in a transparentand collaborative environment, bringing outstanding communication, leadership, critical thinking, and problem-solving skills.

Responsibilities include, but are not limited to:



  • Support the Senior PCTE Test Officer as the Cybersecurity Assistant Test Engineer for the PCTE program.
  • Support the PCTE Chief Engineer, Cybersecurity Lead, CRT Test Lead, and the combined Agile team with ongoing planning, preparation, and execution of the PCTE Cybersecurity Test and Evaluation Strategy.
  • Assist the Senior Test Officer in leading a multi-disciplinary, interagency cybersecurity test team consisting of representatives from DOT&E, ATEC, US CYBERCOM, the identified Operational Test Authority, penetration testers, PEO/PM, and multiple development Contractors/Subcontractors.
  • Provide cybersecurity subject matter expertise for assigned projects, coordinating, reviewing, and delivering expert technical advice relative to complex, program test and evaluation efforts.
  • Assist in coordinating cybersecurity test and evaluation activities, including planning, conducting, and reporting developmental and operational cybersecurity tests, and rapidly integrating findings into the Agile process.
  • Develop all PCTE Cybersecurity Test Plans for Government approval.
  • Maintain awareness of changes to DoD cybersecurity testing best practices, standards, Army Regulations, and T&E policy.
  • Oversee program platform system functionality related to infrastructure, APIs, CI/CD, middleware, and enterprise services.
  • Renew and coordinate details for the program Interconnection Security Agreement (ISA).
  • Receive direction from the PdM CRT Chief Integration Officer, decompose into actionable tasks, and recommend assignees.
  • Ensure program RCS access to the JMN & JIOR Node is operational and conduct QA/QC checks of the RCS during each build phase prior to Government acceptance.
  • Track and report DT/OT/CT task status to the Chief Integration Officer; provide Government approval during critical program meetings.
  • Assist Test Product Officers and the PdM CRT Chief Integration Officer in identifying and implementing process improvements for DT/OT/CT activities.
  • Deconflict testing schedules with Development, Operations, and JCTE team schedules.
  • Serve as the technical engineer to the Infrastructure Senior Officer for all RCS deployments.
  • Conduct site surveys and implementation planning to ensure smooth program platform transitions between locations.
  • Design and develop complex test programs, processes, and systems to evaluate functionality, reliability, and performance.
  • Write advanced test procedures and protocols; monitor data collection; evaluate results; and develop test simulations for varying conditions.
  • Define debug protocols and analyze system failures for reliability assessment.
  • Collaborate with other engineering groups to improve or upgrade system performance.
  • Provide technical advice to leadership and customer stakeholders.
  • Lead or supervise team members, offering guidance to less experienced staff.


Basic Qualifications:



  • Active Top Secret (TS) Clearance
  • Bachelor's degree in engineering from an accredited college/university
  • 10 Years relevant experience in Software Engineering, IT and/or Cybersecurity
  • Possess interpersonal skills as they will work across organizational departments to develop, integrate, and test program baseline configurations.
  • Strong understanding of systems architecture, complex test procedures, writing unit tests, and familiarity with Agile principles.
  • Has demonstrated experience successfully collaborating with others in a dynamic, fast-paced, pressured environment.
  • Ability to transform imprecise specifications into pragmatic solutions by working with diverse stakeholder.
  • Relevant experience can be substituted in lieu of education requirements.
