POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Alutiiq Operations Services, LLC has an exciting opportunity for a Safety Manager supporting Tinker Air Force Base located in Oklahoma City, OK. The Safety Manager oversees and manages the Safety and Environmental program for the Base Operations Maintenance contract. Provides guidance to all supervisors relating to safety and environmental related programs. Provides training as needed to program individuals for the various safety protocols. Oversees and conducts training related to confined space, airfield driving program, initial safety training, HAZCOM program, PPE related safety training and ensures PPE is on hand for technicians performing under this contract. Ensures Activity Hazard Analysis are completed for the work tasks the company is responsible for. OPR for the project safety plan. Coordinates all asbestos and lead-based paint remediation activities. Interfaces with government safety office to ensure OSHA and Military safety requirements are being met. Responsible for vehicle fleet accountability and registration. Oversees the CDL program. Ensures investigations are completed for all safety related incidents. Interfaces with corporate safety personnel regarding the corporate safety program and coordinates safety paperwork for the worker comp program. Other duties as assigned by the Program Manager.
- Keeps Program Manager apprised of unique situations and problems encountered.
- Knowledgeable of and ensures compliance with all applicable Federal, State, and local laws, and all Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations, as well as Department of the Air Force regulations and instructions.
- Inspects work in progress for compliance with the Safety Plan, Environmental Plans and contract requirements.
- Responsible for the overall management of the Safety/Environmental Program.
- Completes necessary inspection reports and documentation required to support findings.
- Manages/conducts Airfield Driving Training Program and coordinates requirements with the govt
- Supervises a team of Safety/Environmental Inspectors
- Oversees the collection, storage, labeling, and proper distribution of all hazardous waste for Tinker AFB and the environmental sampling of unknown, potentially hazardous materials for laboratory analysis and writing technical reports based on analytical results.
- Oversees all Spill Response Team activities associated with spills or leakage of hazardous materials.
- Operates and inspects the "Less Than 90-Day: hazardous waste accumulation areas, including consolidation of hazardous waste.
- Prepares the annual hazardous waste reports and hazardous material inventory reports.
- Responsible for ensuring all appropriate materials are entered into and tracked using the Hazardous Material Management System (HMMS).
- Conducts environmental and safety training and indoctrination. Ensures all personnel have appropriate safety and environmental training as needed.
- Develops plans and procedures and implements the Safety program, creates or modifies safety policies and updates Safety Manual as needed.
- Conducts regular safety audits including inspection of facilities, work equipment, work practices, and safety devices.
- Reports findings to Project Management and respective department, monitors changes and/or makes follow-up inspections.
- Provides technical assistance and advice.
- Prepares monthly, quarterly, and annual reports; maintains proper documentation to conform with record-keeping requirements of OSHA and labor codes and standards.
- Investigates all accidents and/or incidents of injury or property damage and ascertains cause and need for corrective action; develops and implements measures and strategies to prevent their recurrence in order to meet long-range safety goals.
- Provides consultation, guidance, and technical assistance on matters related to safety.
- Develops, implements, and maintains safety programs, including but not limited to the following:
- Medical Surveillance: Respiratory Protection, Confined Space Entry, Hazardous Energy Control (Lockout/Tagout), Fall Protection, Ergonomics, Personal Protective Equipment, Hearing Conservation, Fire Prevention, Accident Investigation and Reporting, Hazard Communication, Electrical Safety, General Safety Procedures, Oversees accident investigations and writing annual OSHA report, "Log and Summary of Occupational Injuries and Illnesses," (Annual OSHA 300 Log). Develops Job Hazard Analyses (JHAs) to support all job assignments.
- Performs safety surveys; e.g., noise surveys, air monitoring, and time and motion studies, to determine personal protective equipment requirements and safe job practices.
- Develops, implements and updates SOPs for the Environmental/Safety Program as required
- Ensures compliance with environmental and safety regulations.
- Oversees environmental and safety compliance with subcontractors.
- Ensures Safety/Environmental staff performs in accordance with contractual requirements.
- Provides guidance and direction to asbestos removal subcontractors.
- Oversee Foul Weather Gear and Safety Boot Programs
- Works closely and harmoniously with fellow workers, and with Base Environmental officials, OSHA, and other regulatory agency personnel.
- Follows Corporation or furnished information directives, standard operating procedures, etc.
- Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
- Performs all other related duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Associates Degree in Safety or 5 Years Experience as a Safety Professional.
- Current state driver's license, acceptable driving record, and proof of valid insurance.
- Basic computer skills (Excel, Word, etc.)
- Minimum of 5 years' experience in safety/environmental program management.
- Skilled in Government contracting terminology and requirements.
- Experience in safety/environmental regulations and requirements necessary to perform the contractual obligations at this project location.
- Experience in accident investigation and reporting principles and practices.
- Minimum of two years broad experience in support services contracts, preferably in field maintenance operations.
- Skilled in hazardous waste management, manifesting, and shipping.
- Experience with environmental compliance assessment and program management.
- Basic experience in equipment maintenance.
- Basic knowledge of OSHA & EPA regulations.
Preferred Qualifications and Experience:
- Bachelors degree in Safety curriculum
- Experience using personal computers and Microsoft Office software, including Excel.
- Ability to communicate clearly and effectively in verbal and written forms.
- Ability to think clearly and decisively in emergency situations and lead others to perform under extreme conditions.
- Superior analytical ability and mature judgment.
- Working knowledge of electrical, plumbing, carpentry, pipefitting, painting, and general construction activities.
- Good administrative skills
