The
Business Development/Program Manager will support MTSI business development efforts across the PEO Weapons Portfolio. This position will eventually transition to a full or part time support role within EB while continuing to have a focus on business development and strategic planning/engagement.
This position is for an Acquisition Program Management (SME) with experience as a Government Material Lead and/or Senior Material Lead supporting tasks that touch every aspect of the acquisition process. Candidate must have mastery of DoD acquisition processes and the analytical methods and techniques necessary to gather, analyze and evaluate information required by program managers.
Candidate selected to fill this position must be adept at system integration, communication, coordination, organizational and planning both technical and acquisition efforts across a broad spectrum of functional disciplines to effectively assist customer programs to develop, deliver, and sustain Air Force warfighting capabilities.The candidate must be able to operate independently and be adept atdrawing conclusions and devising solutions to problems related to acquisition effectiveness and compliance.
The candidate shall have Air Force, Army, and/or Navy Program Management Office weapons system acquisition program management experience. The candidate shall have significant knowledge of and experience with the acquisition process and DoD 5000.02 and all applicable acquisition program management processes. Candidate shall be a highly motivated, self-starter, able to work in a highly classified environment with minimal govt oversight and direction on day-one. Candidate shall be able to perform in a highly dynamic work environment, interface, effectively communicate, and create a cohesive team across functional areas such as contracts, finance, engineering, test, and logistics.
Responsibilities
Your essential job functions will include but may not be limited to:
- Support MTSI business development with expert knowledge, advice, and planning to better support PEO Weapons and the greater Eglin Enterprise.
- Use your in-depth understanding of DoD system acquisition; the DoD Planning, Programming, Budgeting and Execution Process; programs and policy to evaluate issues and provide recommendations at the SES level on the long-range systems portfolio.
- Develop issue papers and presentations for senior department executives.
- Review and draft congressional testimony, briefings and reports.
- Review acquisition documents, policy and briefings; provide staff support to community level working groups.
- Prepare read ahead and talking points.
- Support the government program/project manager(s) (PMs) in initiating, planning, executing, monitoring and controlling and closing organizational projects.
- Support development of acquisition documents for programmatic decisions
- Identify risks, issues, and recommend solutions to government PM in support of project execution efforts
- Develop and implement solutions to programmatic challenges as directed and/or on behalf of government PMs
- Organize and facilitate technical interchanges, planning, and program management reviews
- Prepare and present briefings
- Shall apply knowledge and expertise in collaborating with Air Force and DoD program offices, working groups, or integrated product, process or self-directed teams.
- Consult on subject matter, assist in strategic planning events, cope with controversial subject matter and differences of opinion from the attendees and be able to channel the discussion into constructive exchanges and plans that lead to satisfactory solutions.
- Shall support and assist in the development and acquisition of systems and sub-systems activities and provide acquisition program analysis support to effectively assist customer programs to deliver and sustain Air Force warfighting capabilities
- Support the development, modification, coordination, and approval of acquisition strategy document(s), acquisition plans, memorandums of agreement, memorandums of understanding, Department of Defense form 254s, Public Release notices, requests for proposal packages (to include variants such as fair opportunity proposal requests), and other acquisitions and contract supporting material.
- Support and performing contract evaluations, source selections, and other acquisitions and contract-related actions per Government request and approval.
- Support coordination with contractors, program managers, contracting officers, financial managers, program attorneys, security representatives, and other functional support regarding the execution of new and current contracts.
- Mentor and provide training to junior Government personnel as Acquisition Subject Matter Expert (SME).
- Supporting the evaluation of contract performance against the program baselines.
- Organizing and executing meeting logistics and representing the Directorate at higher-level meetings as required.
Qualifications:
- Exquisite knowledge of USAF PEO Weapons (EB) processes, programs, and leadership.
- 15+ years relevant experience with DOD acquisition programs; a MA/MS, PMP or DAWIA Level III certification may substitute for 3+ years of relevant experience.
- 5+ years leading an acquisition team and delivering critical complex acquisition products across multiple acquisition programs.
- 15+ years directly supporting a Federal Acquisition or DoD program(s) as an acquisition/program analyst overseeing cost, schedule, and performance.
- Ability to lead a program through DoD milestones or Major Defense Acquisition Programs (MDAP) equivalent.
- Ability to lead a strategy through an Acquisition Strategy Panel and Acquisition Strategy Board or equivalent.
- Ability to review, process, and formulate strategy products for flag or Senior Executive Service (SES) review/decision.
- Possess the ability to work in a multitasking, quick-paced, dynamic environment.
- A successful candidate will possess excellent problem-solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams.
Desired Qualifications:
- Experience with Major defense acquisition programs.
- Higher Headquarters experience working directly with SES and General officers.
- Master's in Business Administration
Educational Requirements:
- Required:Bachelor's degree in engineering or business (if Business, must have at least 3 years of experience working on DoD contracts/programs having a heavy focus on engineering)
- Desired:Master's degree in engineering, science, technical analysis, or acquisition management with, or a related field.
Certifications Desired:
- PMP
- APDP Level 3 Certified (PM), Advanced
- DAWIA Level III
Clearance Requirements:
- Top Secret
- Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access
