Our Vice President of Health Plan Product & Portfolio Management is a key executive leader responsible for the development and implementation of innovative Health Plan product strategies that accelerate growth and optimize performance across a broad portfolio of commercial and government business lines. This VP will be accountable for the executive leadership over the full product lifecycle, including market research and competitive intelligence. Our VP will continue to build out and mature our product teams, bringing in individuals that will support the growth of our Health Plan product lines. This role will include hands on strategic planning; line of business, product and market recommendations; product/benefit design; regulatory filings and compliance; competitive pricing analyses; product implementation/management/enhancements/growth; product decommissioning; and customer engagement strategies, incentives, communications, experience/satisfaction and retention.
Salary Range
$225,000 ~ $275,000
The base pay offered for this position may vary within the posted range based on your job-related knowledge, skills, and experience.

Hybrid Work Location

This position will be hybrid, having the regional availability to come into our Office on a regular weekly cadence. Our office location: WPS Corporate Center Building - 1717 W. Broadway in Madison, WI.

  • Would enjoy collaborating with the health plan's senior leadership team, developing strategies, goals, products, market priorities, and best practices to optimize portfolio performance (including membership growth, profitability and customer satisfaction), and deliver on WPS's value proposition.
  • Can create a multi-year product vision, investment plan, and product/solution/capability roadmap while ensuring that products meet the evolving needs of a highly regulated and competitive marketplace.
  • Have designed, developed, and managed a competitive portfolio of managed care products across desired business lines and geographies; successfully implement new, innovative products in addition to existing product offerings; incorporate riders and other upsell opportunities to optimize financial performance.
  • Like to collaborate with brokers, employers, TPAs and other external stakeholders to identify market needs and evaluate portfolio performance against competitor offerings.
  • Enjoy partnering with internal stakeholders to achieve desired results, including sales, marketing, network, actuarial, regulatory/compliance, and operations.
  • Have been accountable for achieving/surpassing key performance metrics across multiple areas.
  • Can identify and leverage data as well as technology to improve performance and quality and minimize costs.
  • Want to oversee and optimize relationships with product/portfolio management partners and vendors to drive performance and results.
  • Like to assess business risks/opportunities, and identify strategies to mitigate/capitalize growth.
  • Can significantly contribute to meeting/surpassing the health plan's strategic, growth, profitability and customer satisfaction goals.
  • Like to coach and mentor the Product & Portfolio Management team to ensure a culture of accountability and excellence; implements programs to drive employee engagement and satisfaction.


Minimum Qualifications



  • A bachelor's degree in healthcare administration, business management or a relevant field, or 10 plus years of equivalent work/educational experience.
  • 10 or more years of health plan work experience.
  • 5 or more years of progressive leadership experience managing health plan product development.
  • Strong knowledge of commercial and government products/programs and their related customer segments.
  • In depth experience designing and developing Medicare Supplement, ASO/self-funded, and level-funded products.
  • Exceptional leadership and team-building capabilities.
  • Excellent interpersonal and communication skills with ability to influence at all levels.
  • Ability to identify, prioritize and drive work efforts with the highest returns on investment to achieve desired health plan goals.
  • Strong analytical and problem-solving skills with an emphasis on using data to drive operational and financial performance.
  • Ability to work in a complex, rapidly evolving environment with multiple internal and external stakeholders.
  • In depth understanding of relevant federal and state regulations and requirements.
  • Working knowledge of the challenges facing health plans and the broader healthcare industry.


Preferred Qualifications



  • 10 or more years of progressive leadership experience managing health plan product development.
  • Experience navigating Wisconsin Health Plan markets and products.
  • Masters degree in healthcare administration, business management or a relevant field.
