Purpose: provides clinical leadership and expertise and overall clinical operations including management of selected clinical SBC policies, practices and staff. This position will work with the SBC Administrative Manager and Division Clinical Director to develop and implement quality adolescent services in the SBC and coordination of daily activities to support an effective and efficient services.
Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

1. Manage clinical operations including quality improvement for clinical standards of care through use of evidence-based practice, mentoring, teaching, and supporting colleagues.
- Oversee clinic schedules and staffing
- Plan staff trainings including all SBC and clinical meetings
- Work collaboratively with the SBC managers & Medical Director in developing, implementing, evaluating and updating SBC clinical guidelines and policies, procedures and protocols.
2. Provide direct supervision to medical providers and medical assistant supervisor, nutritionist and clinical direction and support to health educators. Duties include:
- Recruit, interview, hire, on-board, train, coach new and existing SBC staff.
- Facilitate clinical orientation, onboarding, and training with new NP-PA staff.
- Monitor clinical practice adherence to SBC clinical practices, standards and requirements.
3. Provide leadership and SBC Team support and development.
4. Provide leadership in coordinating regular meetings with SBC operations team, SBC team, supervisees, and other stakeholders.
5. In partnership with the SBC manager, implement and update SBC HIPAA policies and procedures, ensures staff are trained and follow clinic HIPAA policies.
6. Ensure HIPAA privacy and security practices are in place and all SBC staff and partners adhere to SBC HIPAA polices. In conjunction with clinical director and SBC Manager work with city attorney as issues arise to ensure SBC is fully compliant in adhering to state and federal privacy laws and regulations (HIPAA, Clinic consents, OSHA, CLIA).
7. Provide oversight of SBC's medication and supply inventory, purchasing and distribution systems including monitor each clinic inventory and usage status. Support ongoing 340B programming with monthly meetings and updating policies and procedures.
- Provide oversight for ordering, distribution, and maintenance of vaccines for Minnesota Vaccines for Children program and pharmaceuticals for the 340B program compliance.
- Provide oversight of clinic equipment including maintenance schedule.
8. Provide leadership in the development, analyzing, and monitoring of SBC program evaluation and performance measures including client surveys, clinical measures and disseminate reports with staff and partners.
- Participate in SBC quality improvement activities.
- Assist in clinical grant seeking, implementation and reporting.
- Assist in contract and grant management
9. Provide clinical leadership and expertise in conjunction with the Medical Director and SBC Managers to assure high quality of medical care.
- Assure accurate encounter coding and billing practices.
- Assure quality assurance activities are in place thru chart audits, training and updating clinical practices.
10. Participate in Public Health Emergency Preparedness planning, training, and response as needed and assigned by the department.
- Ensure SBC staff participation in emergency preparedness as appropriate.
- Coordinate with MPS emergency preparedness planning and implementation at each school building for crises that occur in an individual school building.

Required Qualifications

Minimum Education Master's degree education is required, preferably in Public Health, Health Care Administration, or a similar field. The preferred background for a manager is Nurse Practitioner, Registered Nurse, Physician's Assistant, or Clinic manager with an experience in pediatric/adolescent health. Minimum Experience Must have 5 years of related experience in health care program management or clinical leadership including working with multidisciplinary teams in a health care setting or a direct service program. Licenses/Certifications For Nurse Practitioner: Licensed Registered Nurse for Advanced Practice Registered Nurse (APRN) Nurse Practitioner Certificate with prescription writing privileges in the State of Minnesota or the proven ability to be licensed at time of hire by the State of Minnesota. For Physician Assistant: Licensed with the Minnesota Board of Medical Practice and certified by the National Commission on Certification of Physician Assistants. OR Registered Nurse with master's degree in nursing, public health or related field and minimal of 7 years of relevant clinical leadership. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

- Extensive knowledge and experience in adolescent health clinical care and operations.
- Experience in successful management of a clinical team of diverse professionals.
- In-depth understanding of racial and place-based inequities and commitment to addressing racial health disparities.
- Experience with medical billing procedures, proper coding and providing guidance on expanding billing capacity of SBC program.
- Experience working with health insurance contracts and staff credentialing requirements and complying with health insurance companies' policies and procedures.
- Demonstrated sound analytical skills in identifying and evaluating clinical program needs.
- Expertise with minor consent and other state statutes and MN & HIPAA data privacy and security laws and regulations.
- Ability to effectively collaborate with health care, social service, education and community partners and stakeholders.
- Ability to mediate and resolve disputes and complaints.
- Ability to communicate proficiently via verbal and written means to diverse audiences, parents, school staff, elected officials and other stakeholders.
- Understanding of and ability to implement program evaluation and quality assurance activities.
- Experience with electronic medical record and program management software systems.
- Proficiency with Microsoft Office Suite, Xcel and PowerPoint.
