DESCRIPTION OF WORK

As a Fiscal Management Specialist 3, you will be responsible for coordinating funding for Capital Projects funded through the Capital Facilities Public Improvement Project Account and the Capital Facilities Fund Furniture and Fixtures Account, totaling $14.5 billion. You will have the opportunity to work across agencies to secure the appropriate funds to ensure the successful completion of all projects. Work involves planning, organizing, and directing staff to establish and implement a detailed structure of management control as well as monitoring compliance to the approved structure. You will be responsible for reviewing and interpreting budget and accounting reports, reviewing and monitoring fiscal and accounting data, and providing necessary training to assigned staff. Additional responsibilities include:

  • Providing guidance and recommendations to the division chief regarding priorities, quality control, and customer service
  • Performing advanced complex budgetary analysis and reconciliations
  • Establishing detailed, up-to-date written operational procedures
  • Completing a full range of personnel management duties
  • Serving as a liaison with external agencies to ensure adequate funding is available
  • Supervising Capital Facilities Fund project closeouts

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. You will be required to report in-office at minimum one day per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
