Under the supervision of the Senior HRIS Analyst, the East Bay Municipal Utility District (EBMUD) Human Resources Department (HRD) is seeking a seasoned, detail-oriented HRIS Analyst II for a Temporary Construction (TC) appointment (up to four years) within the HRIS Unit. This position plays a critical operational role and serves as the unit's senior subject matter expert (SME) on all matters related to the support, maintenance, and optimization of HR systems.
While not embedded directly on project teams, this HRIS Analyst II will serve as a designated SME for the HRIS Unit on major District-wide technology initiatives, including the Payroll, Retirement, and HRIS Replacement Projects. In this capacity, the incumbent will represent the operational perspective of the HRIS unit, contributing to requirement gathering, business process validation, data integrity planning, training and testing plans, and change management strategies.
In the day-to-day role, this position focuses on leading HRIS operational service delivery, foundational table maintenance, data audits, troubleshooting system issues, and overseeing JIRA-based intake and resolution workflows. This position ensures timely and accurate HRIS support for critical District functions such as compliance reporting (e.g., State Controller's Report), salary administration (GSIs, step increases), position control, and workforce analytics.
The ideal candidate will demonstrate expertise in business process improvement and optimization, with a strong focus on end-to-end process documentation and mapping. This includes creating and maintaining training materials, user guides, Camtasia job aids and recordings, and supporting internal knowledge sharing via SharePoint, the HRIS website, and other digital platforms. This position also leads and supports testing and training plans, meeting facilitation, and coordination of Kanban boards within JIRA to track and manage HRIS work across stakeholders.
Experience with PeopleSoft HCM, ETS, OnBase, TMS, and NeoGov is essential, along with the ability to design, write, and maintain SQRs and ad hoc queries. The HRIS Analyst II also mentors analyst and technician-level staff and is a key contributor to successful year-end processing, system administration, and strategic HRIS planning. This role is also responsible for clarifying business and system requirements, analyzing HRIS and workforce data to identify trends or inconsistencies, and presenting information in formats suitable for dashboards, compliance reports, and executive decision-making.
Typical responsibilities include:
*Building and executing test scripts. Act as test lead, assigning tasks and monitoring progress of the testing team. Track testing results and communicate to interested parties.
*Reviewing and understanding work group business processes based on Business Process Review documentation.
*Auditing and reviewing data as necessary at data conversion.
*Identifying data or process errors and communicating the issue to functional Subject Matter Experts (SMEs) for evaluation and correction. Monitoring the SME's progress in implementing any correction.
*Providing orientation and technical training to primary and secondary HRIS users in system capabilities and usage.
*Testing and reporting the results of transaction testing to implementation staff during system implementation; evaluating the impacts and results of modifying applications and installing system upgrades on established reports, user-interfaces, and other integrated applications; proposing mitigations and customizations to other team members and department users to ensure continued system effectiveness and responsiveness.
*Building, consolidating, reviewing, and preparing EBMUD HR data for upload or interface to new systems.
*Writing SQR's:
oto review and analyze data
oto produce or modify regularly scheduled reports
oto produce ad-hoc queries and one-time reports as assigned
oto support other testing and analysis needs
*Providing consultation to departmental representatives on various technical and functional solutions to address user needs; assisting in developing specifications for new or modified features considering data and workflows, logical processes, and reporting requirements.
*Other business systems analysis work as assigned.

1.Completion of four years of college resulting in graduation or its equivalent AND;
2.Two years of systems analysis or programming experience in the development or maintenance of HRIS business applications for computer systems at a level comparable to or higher than the EBMUD class of
HRIS Analyst I. Experience may require demonstrated use and expertise with specific software, hardware, or information technology relevant to the position vacancy.
3.Must possess physical characteristics to perform the critical and important duties of the job. Must be willing to work overtime as needed.
The most competitive candidates will have:
*Experience with HCM/HRIS systems and/or retirement/pension systems.
*Experience with cloud-based enterprise systems (HR, Pension, Finance).
