Position summary:

In this important role you will effectively lead a service and operations workforce, focusing on obtaining organizational objectives within the guidelines of providing safe, reliable natural gas utility service to in house and third-party customers.

Pay Range: $94,800 - $156,250 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Business Manager, Technical Solutions & Services

Location: Council Bluffs, Iowa

Essential Functions:
* Proactively promote and lead safety initiatives in all phases of operations and in compliance with DOT, State, and Company standards.
* Conduct and supervise internal audits to ensure compliance with PHMSA, DOT, and state-specific gas safety regulations, including documentation and corrective action tracking.
* Supervision of regulated and non-regulated service and operational activities in the areas of construction, maintenance, customer and administrative support, ensuring alignment with technical standards and regulatory requirements.
* Proactive outreach, marketing and selling of technical service offerings to municipalities, and large volume customers.
* Lead all aspects of and ensure the completion of all regulated/mandated work.
* Respond to and resolve customer requests and issues while providing top tier customer service, including contract proposals and contract renegotiations.
* Actively participate in maintaining favorable community relations, including city councils and municipality leaders.
* Supervise and coordinate with local operations to complete contractual operational tasks on customer facilities.
* Make daily decisions that positively impact capital and maintenance programs including external contractors.
* Develop and lead emergency response activities, drills and simulations, including coordination with local emergency services and third-party customers.

Additional Responsibilities:
* Provide technical and operational expertise.
* Maintain training records and compliance documentation.
* Other duties as assigned.

What Is Required:
* Bachelor's Degree in engineering or construction management or relevant field of study or an equivalent combination of education and experience
* Minimum of 5 years of utility industry, gas operations, or other relevant experience required.
* Strong leadership skills including coaching and engaging employees.
* Strong communication and presentation skills.
* Proficiency in managing complex technical projects.
* Strong understanding of BHE, IUC, and PHMSA regulatory deadlines and requirements.
* Ability to interpret and apply technical codes such as CFR, ASME, and/or state-specific gas safety rules.
* Skilled in conducting root cause analyses (RCA) for system, process, or safety incidents.
* Ability to participate in cross-functional teams and manage external contractors.
* Excellent collaboration and customer service skills, including ability to make first customer connections.
* This position requires driving responsibilities. You must hold and maintain a valid driver's license and a driving record that meets company and insurer standards.
* This role will be required to travel up to 25% of the time.

* Proficient computer skills (word processing, spreadsheets, presentation software).
