Summary:

The Lead Business Project Management shall provide personnel required to perform services within the Research Program Office (RPO). The Lead Business Project Manager shall serve as lead for RPO business management tasks. Assigns subtasks, tracks completion, and reports outcomes to RPO leadership. Knowledge and experience in the following areas are required: advanced business practices, data/information management, business process development, workflow design on DoD IT systems/platforms, project/portfolio management (cost/schedule/performance), agreements management, budget and service charge development. The Lead Business Project Manager shall oversee and support the following tasks for projects of varying scope per year. These services will be completed in support of divisions throughout USAMRIID.


Responsibilities

Essential Job Functions:

  • Support tracking of published funding opportunities specific to USAMRIID mission space and the associated constraints. Maintain funding opportunities in the provided business system and support shared awareness across USAMRIID researchers and leadership.
  • Process preproposal, proposals, and change requests packages supporting research projects that are to undergo review via the Project Resource Committee (or its successor) and with USAMRIID leadership. Review the submission packages for completeness and consistency (current and historical, where appropriate); and coordinate with the submitters and program managers to make any necessary changes. Support review/staffing of agreements (i.e. Material Transfer Agreement, Non-Disclosure, Agreement or Cooperative Research and Development Agreement (CRADA)) tied to USAMRIID research & development projects.
  • Distribute feedback on proposal recommendations and/or decisions made by Command. Submit Command approved proposals to funding agencies. Serves as the Point of Contact for engagement with external funders in regard to selection for funding and/or modifications of selected proposals; distribute funding decision notifications to respective relevant USAMRIID offices.
  • Provide support to business process meetings. Maintain/update the research proposal tracking system and database from initial proposals, through review process, notification of funding/initiation of research execution and research project close-out.
  • Coordinate with Program Managers to ensure changes to project cost, schedule and performance are reflected in each research project's record and supporting approval processes are executed.
  • Collate all information associated with reimbursable CRADAs for tracking of invoicing and research progress or amendment of said CRADA(s) in compliance with office processes/data tracking systems. Coordinate with USAMRIID's Office of Research and Technology Applications (ORTA) regarding updates (e.g. amendment or closure) to agreements or establishment of new reimbursable agreements or ORTA (required for submission to the internal reviewing body).
  • Support processes used for cost analysis of research proposal development and research support offices or budget management within science directorates/divisions.
  • Assist in developing strategies to determine optimal sustainment of research project resource requirements and improvements to managing cost effectiveness of research support offices and the services they provide to USAMRIID researchers. Coordinate with the Resource management (RM)/budget office regarding maintenance and updating of costings for internal shared services and rates used as the basis for developing budget estimates. Additionally, coordinate with RM for updating USAMRIID's software tool used for building research proposal or research support office budgets, i.e. (Budget Planning Tool / FileMaker)) supporting costing updates.
  • Assist in drafting and submitting RPO products necessary for maintaining cost, schedule, and performance tracking to include: quarterly, annual, and final project reports; execution reports; review and analysis briefing materials; Royalty and Commander's Withhold proposal calls; funding sponsor update briefs.
  • Assist in processing Freedom of Information Act requests.
  • Maintain repository of RPO business processes to facilitate continuity and cross training among RPO staff.
  • Serve as point of contact within RPO for IMD development of new IT solutions for business/program management functions within the organization.
  • Maintain action item tracker for RPO that tracks non routine actions such as process improvement projects, taskers, and ad hoc document development, and report regular progress to RPO leadership.

Qualifications

Necessary Skills and Knowledge:

  • Proven ability to lead and coordinate multiple projects simultaneously.
  • Strong knowledge of project lifecycle management, including proposal development, execution, and close-out.
  • Familiarity with CRADAs, NDAs, MTAs, and other research-related agreements.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience with FileMaker, Budget Planning Tools, or similar financial/project tracking systems.
  • Comfortable working with data tracking systems and databases.
  • Excellent written and verbal communication skills.
  • Effective communication skills including excellent oral and written communication skills
  • Strong customer service orientation
  • Ability to work independently

Minimum Qualifications:

  • Minimum of 5-7 years of experience in business project management, preferably in a government, military, or research environment.
  • Demonstrated experience managing cost, schedule, and performance for complex projects or portfolios.
  • Experience with DoD IT systems/platforms and federal research funding processes.
  • Must be a US citizen
  • Must be approved for a CAC

Preferred Qualifications:

  • Bachelor's degree in Business Administration, Project Management, Public Administration, or a related field.

Pay and Benefits

The salary range for this position is $100,000-$135,000.
