Schedule: Monday - Friday, 8am - 4:30pm

Status: Full-time/Exempt/Management

Job Description Summary:

The Senior Director, Housing Intake and Innovation, will provide leadership to housing intake staff who oversee referrals, manage the intake process, and track outcomes and placement data for individuals referred to permanent supportive housing. This position also provides leadership to the innovative programs within the housing department and our case manager recruiting, onboarding, and training program. The Senior Director ensures services are outcome and performance driven and also develops relationships with partner agencies and funders to ensure continued funding and contract compliance.

Job Description Essential Duties and Responsibilities:



  • Provide oversight to the Housing Intake staff and help to assess current intake processes and operations and indicated system improvements.
  • Provide oversight to Housing Innovation staff around unit acquisition and client housing placement procedures in collaboration with TPC Housing Development team.
  • Provide oversight to Case Manager Onboarding and Apprentice Program staff to develop and implement efficient, effective, and quality workforce recruitment, training, and onboarding practices.
  • Provide supervision oversight of planning and implementation of the multi-week onboarding training program for new case management staff.
  • Maintain up to date information on new Project-based Housing sites in active lease-up phases and develop plans to review, address, and resolve barriers to meeting occupancy targets.
  • Interface with Housing Developers, Landlords, and Property Management companies to secure housing resources.
  • Advocate within systems and partnerships for equitable access to housing subsidies and placements.
  • Co-create, implement, and oversee the Case Management Apprentice pilot program or other new initiatives to target recruitment and onboarding improvements for the housing department.
  • Demonstrate understanding of and ability to role model a client-centered approach that includes Motivational Interviewing, Housing First, Harm Reduction, and Trauma-Informed Care principles.
  • Maintain client confidentiality at all times and follow HIPAA laws as well as other applicable state or local laws.
  • Ensure adherence to all agency, department, and program policies and procedures.
  • Ensure accurate data entry for all reporting requirements and outcomes.
  • Provide administrative oversight of monthly contract billing, ensure accurate reporting to decrease issues due to errors in CHAMP, and complete reports on time.
  • Ensure that leadership staff conduct ongoing file review and client file management for quality assurance and audit preparation.
  • Monitor and ensure that staff are managing all Cal Aim funding expectations.
  • Spearhead assessment process to identify process gaps and create program improvements to ensure continued innovations and enhancements in client care and staff retention.
  • Guide client crisis interventions and triage assessments with staff by responding to medical and mental health crises, including writing LPS 5150 applications when warranted.
  • Provide leadership on mentally ill, homeless, and supportive housing best practice models; generate recommendations for future program development and community leadership in this area.
  • Work with direct reports to ensure that staff are adequately trained and abide by all agency and department policies and procedures.
  • Review, alongside your leadership team, reports generated by HMIS and CHAMP, review errors, and discuss action plan to ensure corrections are made in timely manner.
  • Participate in the agency's quality assurance program and ensure the implementation of quality improvement activities across supportive housing programs to ensure ongoing quality outcomes.
  • Participate in funding applications and program development as requested, gathering necessary documentation for RFP process when funding opportunities are identified.
  • Partner with other Senior Directors in the department to implement strategic and system enhancements.
  • Act as the Liaison with all Housing Authorities, DHS, DMH, and Brilliant Corners leadership.
  • Develop, update and implement policies and procedures to ensure programmatic systems and structure remains in place.
  • Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices appropriately reflect the diversity of the population served.
  • Work with Directors to ensure that OSHA reports on completed on a monthly basis for all project-based housing sites under your direction.
  • When appropriate, provide clinical supervision to staff working towards clinical licensure.
  • Other duties as assigned.



Job Description Qualifications:



  • Masters' degree in mental health field (Social Work, MFT, or Psychology).
  • Extensive experience working with homeless individuals with severe and persistent mental illness and co-occurring disorders.



Job Description Preferred Qualifications:



  • At least 5 years of management/supervisory experience preferred.

  • On occasion walk or drive to different local sites
  • Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
  • Field (may need to travel) and indoor office environment
  • Will necessitate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist, and sit throughout the day
