GENERAL STATEMENT OF JOB This is the fifth of five levels in the Accounting series. Incumbents direct all finance and accounting functions for the City. Responsibilities may include compiling and preparing the City's annual budget; managing budgets, cash flows and investments; analyzing financial data and making recommendations regarding operations; preparing and reviewing the Comprehensive Annual Financial Report and/or other annual financial reports; developing and implementing changes in financial policies and accounting procedures; reviewing financial statements and reports; and supervising lower level accounting managers and professionals.

SPECIFIC DUTIES AND RESPONSIBILITIES Essential Functions:
- Directs and oversees staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Plans and directs the implementation of internal operations, which includes planning, coordinating, administering, and evaluating policies, programs, projects, processes, procedures, systems, standards, and/or service offerings; allocating resources; ensuring compliance with Federal, State, and local laws, regulations, codes, and/or standards; and coordinating activities between multiple functions.
- Coordinates and manages City budgets, cash flows. and investments which includes monitoring budget accounts, making budget changes, and reviewing budget calculations.
- Reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations based on findings.
- Analyzes financial information and prepares related accounting statements, including, operating and capital reports.
- Prepares for and completes the Comprehensive Annual Financial Report and other financial reports in preparation for the annual audit. Prepares and reviews reports, worksheets, and audit materials; responds to auditor questions, and resolves identified issues.
- Performs other duties of a similar nature or level.

Typical Qualifications

MINIMUM EDUCATION AND TRAINING Education and Experience: Bachelor's degree in finance, accounting, or a related field, and ten years progressive responsibility in accounting and financial management, including five years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

PHYSICAL REQUIREMENTS

Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry. push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
