SUMMARY
-
This position will work closely with the Performance and Planning Administrator and other administrators from the Department of Health and Human Services to develop and implement GIS tools and a data analytics program using a multitude of data sources and software. This position promotes and establishes a data driven culture within Health and Human Services, ensures proper employee training related to data collection, entry and usage and is responsible for aiding the Administrator(s) and management to use data to improve efficiencies in service delivery.
This position is situated in the Office of Strategy Management (OSM) in the Department of Health and Human Services, which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents.
Additional responsibilities include program and policy development, implementation and monitoring of state and federal mandates and regulations, and other administrative duties. Complete all other tasks assigned by Administrators of the Offices of Performance and Planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reporting to the Administrator of Performance and Planning, the GIS/Data Analyst:
- Effectively upholds, cultivates and communicates HHS core values, culture and strategic imperatives, ensuring they are operationalized in all areas of oversight.
- Develops and manages initiatives with measurable outcomes.
- Works with the Office of Performance and Planning to implement valid, reliable, and scalable processes to capture outcomes for use in quality improvement.
- Demonstrates proactive problem solving and ensures management of issues and trends.
- Maintains alignment with Office(s) of Strategy Management and Program Offices.
- Other duties as assigned.
Specialized Duties and Responsibilities
- Serves as GIS analyst & technical resource to Montgomery County Office of Public Health, the Office of Performance and Planning and various HHS departments, including providing assistance in the use of GIS data and systems, recommending, troubleshooting, and providing support for GIS software, databases, and other related applications.
- Performs data collection and compilation, designs data models, performs data analysis, and creates maps and graphics.
- Assists in the design, development, maintenance and implementation of the organization's GIS web mapping applications within ESRI's ArcGIS Online Platform.
- Provides support and administration of data maintenance activities, workflow processes and related applications in support of the county wide GIS program.
- Prepare technical documentation including data specifications, user requirements and procedures as needed.
- Consults with the GIS Manager in the Commissioners' Office regarding departmental GIS needs and requirements, including identifying, designing, and developing GIS applications.
- Serves on the county-wide GIS technical committee.
- Assist in the implementation of the Data Governance for HHS.
- Complete activities as outlined in the Data Integration work plan to ensure forward movement on project.
- Serve as Data Steward for HHS.
- Focus on data cleansing and maintenance across multiple HHS data systems.
- Design and implement dashboard visualization for HHS and program Offices.
- Assist Program Offices which do not have designated data analyst staff.
- Provide technical assistance/listening sessions on a monthly/quarterly basis to instill the importance of data to employees in order to obtain a successful operation.
- Analyze data to identify gaps in services and forecast trends.
- Commitment to continuous improvement through data, using data to identify programmatic assets and outliers and a desire to contribute to the ongoing improvement of the agency through proper data utilization.

QUALIFICATION REQUIREMENTS
-
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
- A bachelor's degree in GIS/Geography, Planning, Engineering, Computer Science, or a related field.
- 3 years of professional level experience in developing and implementing automated GIS, an equivalent combination of related training and experience may be considered.
- Proficiency with the ESRI software suite.
- Knowledge of automating process using common GIS analysis tools, including Model Builder or Python scripting.
- SSMS - SQL Server Management Studio experience.
- Proficiency in Microsoft suite products, including power apps.
- Proficiency in Dashboards/Visualization software - Power BI or similar.
