Please note that this position is contingent upon the successful award of a contract currently under bid. Dedicated to serving those who defend the US and warfighters, Nisga'a MOSTT offers Military Operations support and Specialized Tactical Training (MOSTT). Nisga'a MOSTT's services include aviation and military training, cybersecurity, intelligence gathering and analysis, and simulation and exercise support, as well as aviation flight logistics support and unmanned aerial vehicle support. Summary: We are looking for a High-Risk Training Safety Officer (HRTSO) to support the Explosive Ordnance Disposal (EOD) Combat Skills Course of Instruction (COI) for the Center for Explosive Ordnance Disposal and Diving (CEODD).
Responsibilities
Essential Job Functions:
- Development of High-Risk Operational Risk Management (ORM) Risk Assessment. ORM Risk Assessment must be reviewed and approved by Naval Education Training Command Safety.
- Oversee and enforce safety procedures during all high-risk training activities.
- Conduct risk assessments and safety briefings prior to training evolutions.
- Monitor training environments for hazards and intervene when necessary to prevent injury or damage.
- Coordinate with instructors and medical personnel to ensure emergency response readiness.
- Maintain accurate safety records, incident reports, and risk mitigation documentation.
- Ensure compliance with OPNAVINST 1500.75 series and CEODD safety policies.
- Participate in safety audits, inspections, and after-action reviews.
Qualifications
Necessary Skills and Knowledge:
- Familiarization with all high-risk evolutions, associated training platforms, and devices to the extent necessary to properly evaluate assigned training.
- Familiarization with ESAMS (https://esams.cnic.navy.mil/) and other appropriate reporting and recording methods.
- Ability to work in a high-tempo, physically demanding environment.
- Strong knowledge of Navy safety regulations and risk management procedures.
- Excellent communication and decision-making skills under pressure.
Minimum Qualifications:
- Minimum four (4) years' experience in High-Risk Training Safety (HRT) within Naval Education Training Command domain.
- Required to obtain and maintain an Enterprise Safety Applications Management System (ESAMS) account.
- The HRTSO must have a DoD issued CAC to access ESAMS.
- Are required to have a favorable investigation of a Local Agency Check and Local Credit Check.
- Medical Screening. A medical screening conducted by a civilian medical doctor or credentialed PA or NP (family practice) must be documented and indicate to be physically capable of working to the desired standards associated with this duty assignment. Renewal of the medical screening is required every three (3) years.
- Must successfully complete a psychological screening as part of the hiring process.
- Ability to pass a drug test.
- Must have an active Secret Clearance
- Must be a US citizen.
Preferred Qualifications:
- Prior experience as an EOD technician or instructor.
- Experience supporting Naval Special Warfare or Marine Special Operations Forces.
