Description

DEFINITION
Under the supervision of the Senior Animal Control Officer: Performs animal control functions (animal regulations enforcement; animal care and adoption; licensing; capture and release of wild animals); supervises part-time employees and volunteers; and performs related work as required.
CLASS CHARACTERISTICS
Positions in this class provide supervision for the part-time and volunteer Animal Control staff when the Senior Animal Control Officer is unavailable. Incumbent may work with immediate supervision or independently and may be on call during off-duty hours for emergency situations. Positions in this class perform work which is structured, seldom varies, and is performed in accordance with established instructions, methods, and procedures. Incumbents receive thorough instructions when tasks are initially assigned and after training are expected to perform duties without constant supervision. Incumbent is expected to refer to the supervisor for instruction matters which do not conform to established instruction, policy, or procedure.

Examples of Duties

Conducts a wide variety of animal control and shelter operation duties; investigates and enforces state and local animal regulations; issues citations; investigates animal bites, nuisances, barking, and cruelty complaints; cleans, euthanizes, and feeds animals; files, answers phones, and writes reports; observes safety regulations and safe work practices particularly in the handling of animals and the operation of vehicles; investigates and reports complaints or situations involving animals; drafts bite reports for transmission to the County Health Department; inventories and orders supplies; makes court reports and appears in court as necessary; receives and dispatches calls; answers questions and provides service to the public; maintains and cleans the shelter kennels and buildings (scrubbing walls, sinks, toilets, and picking up animal feces); participates in the public relations activities of the division; operates city vehicles; keeps accurate records; and performs related work as required.

Typical Qualifications

LICENSE REQUIRED

  • Possession of a valid California Class 'C' Driver's License and a good driving record.

EDUCATION AND EXPERIENCE

Any combination of education and experience equal to:

Education:

  • An Associate of Science Degree in Animal Science or closely related field or be a Licensed Veterinary Technician.

Education Desirable:

  • Bachelor Degree

AND

Experience:

  • At least two (2) years of practical work experience in the care and handling of domestic, agricultural, or wild animals.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Strength: Medium work-lifting, carrying and/or pushing 50 pounds with frequent lifting and/or carrying objects weighing up to 30 pounds.

SELECTION PROCESS

Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%. Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a Personal History Questionnaire, an extensive background investigation, a polygraph or voice stress examination, a medical examination, and a drug/alcohol screen. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.

The examination may consist of questions relative to knowledge of basic computer operations; appropriate safety precautions and procedures; basic math and record keeping; care and feeding of domestic and wild animals; Federal, State, and City laws, regulations, and ordinances pertaining to animal control; animal disease and illness; and administration of vaccinations. The examination may also contain questions regarding the ability to work shift work and weekends; operate a personal computer and related devices using city-installed software; interpret laws and ordinances; read, understand, and apply moderately difficult materials; understand policies and procedures and apply them without immediate supervision; maintain simple records; operate a vehicle observing legal and defensive driving practices; understand and carry out oral and written instructions; establish and maintain effective relationships with those contacted in the course of work; and euthanize animals.
