Job Summary

The Maricopa County Community College District (MCCCD) seeks a visionary, experienced Human Resources leader to serve as its next Chief Human Resources Officer. (CHRO) The successful candidate will be a leader with a history of developing collaborative relationships, proven experience as a transparent and inclusive leader, and skills in effectively communicating to a variety of audiences. The next CHRO will be expected to excel in aligning strategy, people, and activities across functions, processes, and teams to meet the strategic goals of the MCCCD.
Reporting directly to the Chief Operating Officer (COO) and serving as a member of the Chancellor's Executive Team, the Chief Human Resources Officer leads an organization of approximately 60 human resources professionals, a leadership team that includes three Associate CHROs, and directly oversees an annual budget of over $7 million. In addition, the CHRO liaises with college leadership and provides guidance to the human resources teams at each of our ten independently accredited colleges.

The CHRO provides executive-level vision, strategy, innovation, and leadership for district-wide human resources and oversees all human resources functions and disciplines. These duties include organizational development, professional development, wellness, classification and compensation, benefits, personnel policy development and related compliance efforts, performance management, talent management, strategic staffing, ADA and FMLA management, and employee engagement and retention programs.

The CHRO serves as an advisor to the COO, Chancellor, and systemwide executive team on human resource issues. This includes but is not limited to: identifying emerging trends which may impact the organization; working collaboratively with other executives as well as constituent groups to further the vision of the organization; developing multi-year total compensation strategies; managing an executive compensation program, and participating in identifying strategic direction in support of student success.
In addition, the CHRO provides system level (district-wide) leadership to support and guide the development of programs and policies designed to: recruit, develop, and retain outstanding staff; promote a culture of professional excellence and accountability; maintain the internal controls necessary to comply with federal, state, and other legal reporting requirements; and collect and manage all HR-related data in a secure and functional manner.
The CHRO is solutions-oriented and proactive, with strong relationship-building and process optimization skills, and possesses an understanding of service delivery models within a shared governance environment.
The CHRO is expected to foster a collegial and respectful environment for individual employees and employee group representatives throughout the institution.

Essential Functions
  • Collaborating with the District's colleges and divisions to achieve the overall goals and objectives of MCCCD through the lens and framework of shared governance;
  • Establishing a multi-year, comprehensive human resources roadmap in alignment with system-wide efforts;
  • Providing vision, strategic direction, and coordination related to all aspects of human resources across MCCCD;
  • Providing guidance and counsel to the Chief Operating Officer, Chancellor, and the Shared Governance Executive Council on employment matters;
  • Managing departmental budget and capital investment proposals related to HR-related IT systems;
  • Proactively and strategically managing risks and containing costs related to employment matters;
  • Managing and negotiating relationships, contracts, and services of HR-service providers, vendors, and other external entities:
  • Ensuring the development of policies, procedures, and related training on all aspects of human resources;
  • Leading and managing a comprehensive team of human resources professionals; developing an environment for employees to reach their full potential; supporting professional development and employee engagement of the systemwide HR team;
  • Overseeing employee onboarding, compliance-related training, and aspects of both organizational and professional development training to MCCCD faculty and staff;
  • Working with the Chief Operating Officer and Chancellor to advise the Governing Board on strategic initiatives, outcomes, and measurements.


Minimum Qualifications
  • Master's degree in business administration, human resources, organizational development, or related field
  • Ten years of progressively responsible human resources experience in all facets of human resources, including staffing, classification and compensation, benefits, employee relations, training and organizational development
  • A minimum of five years at an executive leadership level
  • Enterprise or system-level human resources experience in a large, complex, multi unit environment



Desired Qualifications
  1. Experience working in a higher education environment
  2. Experience in a decentralized enterprise that includes "dotted line" reporting relationships
  3. Proven track record of leading organizations through transformational improvement
  4. Senior Professional in Human Resources (SPHR) or SHRM-SCP certification
