Job Summary

The HR Business Analyst works under the general direction of the Director, HR Administration, UC Davis. The HR Business Analyst is responsible for managing the financial planning, analysis, and management of organizational budgets. This includes but not limited to analyzing financial data, developing budgetary guidelines, and providing recommendations to senior management to support strategic decision-making. This role is critical in supporting organizational financial health and decision-making by providing insightful analysis, strategic guidance, and effective budget management.

This position will extract and manipulate raw data from a variety of systems to analyze and create statistical reports and presentations that capture and visualize department tasks, operations, and performance, as necessary. Synthesize highly complex concepts and distill pertinent information to enhance and support data-driven decision- making. Serve as the data liaison for Human Resources Administration Team, collaborating with internal and external partners to collect and manage consistent reporting functions.

Provide technical assistance, special projects support, and administrative support to the HR Managers and
staff. Work with various levels of management on information that requires a high degree of condentiality.

The incumbent must possess strong analytical skills, attention to detail, and the ability to collaborate effectively across departments to ensure fiscal responsibility and achieve organizational objectives.

Minimum Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • Minimum 2 years of progressively responsible experience in budgeting, financial analysis, or resource management, preferably in a complex healthcare, academic, or public sector environment.
  • Excellent analytical skills, with the ability to interpret complex financial data, identify trends, and provide actionable insights.
  • Strong communication and interpersonal skills, with the ability to present financial information clearly and effectively to diverse audiences.
  • Detail-oriented approach to work, with a focus on accuracy, reliability, and adherence to deadlines.
  • Ability to work independently, prioritize tasks, and manage multiple projects in a fast-paced environment.
  • Knowledge of financial regulations, compliance standards, and internal controls related to budgeting and financial reporting. Demonstrated experience extracting, manipulating, and analyzing data to produce a variety of reports and presentations
  • Experience with presenting analytical ndings and reports to all levels of leadership
  • Customer service experience and public relations skills to maintain the highest level of service and condentiality
  • Organizational experience managing work activities, setting priorities, and working effectively to achieve timely progress on multiple simultaneous projects, meet deadlines, and maintain a high level of productivity

Preferred Qualifications

  • Master's degree or professional certification (e.g., CPA, CMA, CFA) preferred.
  • Experience working in human resources, process improvement, policies, and procedures
  • Proven experience as a Budget Analyst, Financial Analyst, or similar role, with a strong understanding of budgeting principles and practices.
  • Proficiency in financial modeling, forecasting techniques, and financial analysis tools (e.g., Excel, SAP, Oracle).
