Position Summary:

The Test Engineer will define, implement, and manage the testing strategy for migrating and integrating disaster loan processing systems into the Unified Lending Platform (ULP) hosted on AWS. This role requires expertise in software testing methodologies, automation frameworks, performance testing, and quality assurance processes for cloud-based financial and government systems. The Test Engineer will collaborate with developers, business analysts, and project stakeholders to ensure system reliability, security, and compliance with federal standards.

Primary Responsibilities:

  • Develop and implement a comprehensive test strategy for the ULP transition, covering functional, regression, performance, security, and integration testing.
  • Define test objectives, test cases, system enhancements, and integration acceptance criteria.
  • Ensure alignment of testing activities with Agile and DevOps methodologies.
  • Lead the development and execution of manual and automated test scripts to validate system functionality and performance.
  • Establish test automation frameworks using Selenium, JMeter, Cypress, or other industry-standard testing tools.
  • Conduct API testing for integrations with external agencies (IRS, Treasury, FEMA, USPS) and third-party services.
  • Perform load and performance testing to ensure system scalability and responsiveness.
  • Ensure software quality meets federal cybersecurity and compliance requirements, including FedRAMP, NIST, and SBA policies.
  • Implement security testing protocols to validate system access controls, authentication, and data protection measures.
  • Conduct user acceptance testing (UAT) in collaboration with business users and stakeholders.
  • Establish a defect tracking and reporting process using tools such as JIRA, TestRail, or Azure DevOps.
  • Analyze and categorize test results, provide root cause analysis, and drive defect resolution with development teams.
  • Generate detailed test reports and present quality metrics to project stakeholders.
  • Lead and mentor a team of testers, providing guidance on best practices, automation strategies, and testing methodologies.
  • Work closely with development, integration, and operations teams to ensure smooth deployments and production support.
  • Participate in Agile ceremonies such as daily stand-ups, sprint planning, and retrospectives to align testing efforts with development cycles.

Skills/Qualifications:

  • Strong knowledge of software testing methodologies, QA processes, and test automation frameworks.
  • Expertise in testing cloud-based applications, particularly on AWS (Aurora PostgreSQL, Lambda, API Gateway, S3, Terraform).
  • Hands-on experience with test automation tools (Selenium, Cypress, JMeter, Postman, SoapUI, Katalon, etc.).
  • Experience in API testing using tools such as Postman or REST-assured.
  • Familiarity with performance testing tools (LoadRunner, JMeter) to evaluate system scalability.
  • Proficiency in test management tools like JIRA, TestRail, or Azure DevOps.
  • Strong understanding of CI/CD pipelines and test integration into DevOps workflows.
  • Experience with security testing, penetration testing, and compliance validation for government systems.
  • Strong problem-solving skills in system security, scalability, and performance optimization.
  • Excellent communication and collaboration skills for stakeholders, developers, and business teams.

Education/Experience Requirements:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • Minimum of nine (9) years of IT experience in software testing, quality assurance, and automation.
  • Minimum of six (6) years of QA experience, including functional, regression, performance, and security testing.
  • Minimum of two (2) years of experience leading functional and automation testing teams.
  • Minimum five (5) years of experience writing test cases based on business and technical requirements.
  • Minimum of four (4) years of experience building automated tests (functional and non-functional).
  • Minimum of three (3) years of experience working on AWS projects with a strong understanding of cloud environments.
  • Experience in cloud migration engagements is a plus.
  • Experience in financial, lending, or government system testing is highly preferred.
  • Familiarity with federal compliance standards, including FedRAMP, NIST, and government cybersecurity frameworks.

Clearance:

  • U.S. citizenship required
  • Possesses or can obtain OPM Position of Public Trust or DoD Secret clearance.

Certifications Preferred:

  • ISTQB Certified Tester
  • AWS Certified DevOps Engineer
