Position Summary

Odyssey Systems has an exciting opportunity for a Senior Acquisition Program Manager providing support to the NC3 Contract, specifically within the NCL Division of the AFNWC/NC3 Integration Directorate at Peterson Space Force Base, Colorado Springs, CO.

The NCL Division sustains and supports globally deployed nuclear command, control, and communications (NC3) systems. These include fixed, mobile, and airborne Military SATCOM terminals, alerting and messaging systems, and PNVC capabilities. NCL also supports NATO SATCOM and select international partners. The division oversees both legacy systems and new acquisition programs transitioning to sustainment.



Responsibilities

In this Advisory and Assistance Services (A&AS) role, you will provide expert-level support to Department of Defense (DoD) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle. You will apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.

Duties include, but not limited to:

    Apply deep knowledge of DoDI 5000.02 and AFI 63-101/20-101 to support acquisition, sustainment, and lifecycle management of NC3 programs.

  • Analyze program performance using qualitative and quantitative techniques to evaluate cost, schedule, and effectiveness.

  • Recommend corrective actions and alternative strategies to resolve issues affecting program baselines.

  • Support the development of statutory and regulatory reports such as DAES, Monthly Activity Reports (MARs), and other acquisition documentation.

  • Participate in and prepare materials for Program Management Reviews (PMRs), senior-level reviews, and IMP/IMS planning.

  • Communicate program plans, objectives, and status to senior management through briefings and written reports.

  • Conduct planning, research, and analysis to assess development, production, and deployment strategies.

  • Support budgeting and financial planning activities, including knowledge of Central Asset Management (CAM) and funding types.



Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have and be able to maintain a Top Secret Clearance with SCI with an investigation current within 5 years or in Continued Evaluation (CE). Interim or outdated investigations are not acceptable

Education: BA/BS Degree

Years of Experience: 10+ years of experience

Preferred Qualifications

Education: MA/MS Degree

Certification: DAWIA Level III or PMP preferred

Technical Skills
  • Expert-level knowledge of DoD acquisition frameworks and lifecycle processes

  • Strong experience with PMRs, DAES, MARs, and other regulatory reporting

  • Understanding of DoD budgeting and financial systems including CAM

  • Familiarity with SATCOM, NC3, or MILSATCOM terminal sustainment and modernization

Interpersonal Skills
  • Strong oral and written communication

  • Excellent briefing and documentation skills for senior leadership

  • Analytical thinker with strong organizational awareness

  • Ability to work collaboratively in fast-paced, multi-agency environments

Travel: Occasional travel based on the needs of the program
