Primary Purpose of Department |
The mission of Safety and Security is to collaborate and engage the campus community in areas related to the protection, health and safety of students, faculty, staff and visitors while safeguarding University assets; to identify and prioritize the management and planning of risks facing the institution and coordinate the appropriate response; to ensure law enforcement standards and compliance guidelines maximize campus safety and security; and to enhance the response and recovery time for any campus emergency by preparedness, training and coordination of emergency management and business continuity principles. |
Primary Purpose of Position |
The Director of the Office of Emergency Management (
OEM) is responsible for leading the planning and coordination of the Institution's operational emergency preparedness, response, and recovery from a disaster or incident that disrupts normal operations. The Director ensures
OEM adheres to a comprehensive all-hazards, whole community approach to incident planning and management based on the Federal Emergency Management Agency's (
FEMA) National Preparedness System and to University Policy 701: Emergency Management which designates
OEM with the following responsibilities:
- Developing and maintaining all institutional-level emergency plans, which include the following:
- University Emergency Operations Plan (EOP) including, but not limited to, the Annexes and Appendices below.
- Base Plan
- Community Lifelines
- Functional Annexes
- Hazard Specific Annexes (severe weather, active shooter, etc.)
- Emergency Operations Center (EOC) Guidebook
- Policy Group Handbook
- Family Assistance Center (FAC) Plan.
- Assist University Communications with the development of the Crisis Communications Plan (CCP).
- End-to-end management of the Institution's business continuity program.
- Recovery Annex of the EOP.
- Departmental Continuity of Operations Plans (COOPs).
- Strategic oversight and hazard-specific day-to-day management of the Institution's emergency alerts system, NinerAlerts. This includes partnering with University Communications on NinerNotices for non-emergency events and incidents.
- Responsibility for campus-wide emergency trainings, exercises, and after-action reports.
- Management of the Emergency Operations Center (EOC) and overall coordination of institutional emergency operational response.
- Coordination of the Incident Management Team (IMT) and Policy Group (PG).
- Coordination with local, state, and federal emergency management agencies, including the UNC System, for the preparation for, response to, and recovery from any incident or disaster.

Summary of Position Responsibilities |
Plan Development:
- Conducts threat/risk assessments for operations of the University.
- Identifies critical business processes of the University.
- Directs and assist in the development of continuity plans and procedures for all critical business processes.
- Provides regular progress updates to the Associate Vice Chancellor for RMSS, Vice Chancellor for Business Affairs and the Executive Staff of the University.
Change Management:
- Assess the business continuity implications of proposed technological or organizational changes, to include: construction and occupancy of new buildings/facilities, transition to new enterprise management software and hardware, internal transfer of operational responsibilities.
- Coordinates revisions to existing business continuity plans or procedures, or development of new plans as necessitated by such changes.
- Ensures that changes to business continuity plans do not create conflict with other business continuity plans. This is most critical for interdependent processes.
Administration:
- Coordinate routine updates to the detailed information supporting the business continuity plans (e.g., contact data, team organization, personnel assignments, hardware and software specifications, network diagrams, vital records inventory lists, off-site backup schedules, vendor contracts, etc.).
- Coordinates electronic access to, and hard copy distribution of, business continuity plans and procedures.
- Protect the confidentiality, integrity, and availability of business continuity data, plans and procedures.
- Administers contracts and service agreements with disaster recovery service providers.
- Assists units with resolving issues related to work area recovery planning and recovery plan development/improvement.
- System Administrator for CPO Tracker (business continuity plan management software), to include contract negotiation/renewal, database maintenance, and training of users.
- System Administrator for PIER (emergency response and information management software), to include contract negotiation/renewal, database maintenance, and training of users.
- Design and maintain the Business Continuity Plan web site.
- Chair of the UNC Charlotte Business Continuity Plan Management Committee, consisting of 30 members from throughout the University organization. Develop meeting agenda, coordinate program, schedule and meeting facility, provide and operate audio visual devices. Publish minutes.
- Chair of the UNC Charlotte Pandemic Flu Response Planning Committee, consisting of 24 members from throughout the University organization. Coordinate the publication and maintenance of the Pandemic Flu Response Plan. Develop meeting agenda, coordinate program, schedule and meeting facility, provide and operate audio visual devices. Publish minutes.
- Guide the purchase of emergency communications and notification hardware and software. Develop RFPs, review proposals, make recommendation on bid award. Supervise receipt, installation, training, and operation of systems.
- Represent the Associate Vice Chancellor for RMSS on the Campus Safety and Security Committee, providing technical input, conducting research and/or fact finding, and making recommendations for inclusion in committee reports to the Chancellor.
Training and Exercise:
- Ensures that personnel with specific business continuity responsibilities are adequately trained fulfill those responsibilities.
- Ensures that all employees are familiar with relevant portions of the business continuity plans for their departments / work units.
- Ensures that all components of the business continuity plan are successfully tested at least annually.
- Plans and coordinates at least one simulation exercise each year involving all units with critical business processes.
- Plans and coordinates quarterly simulation exercises for the Crisis Management Team.
- Document the results of all tests and exercises, and recommend changes to business continuity plans and recovery procedures.
- Prepares and presents business continuity classes for University employees, to be offered as part of the employee development training program.
Emergency Management:
- Develops an Emergency Response Plan for the University that:
- Establishes responsibilities.
- Provides for a centralized task force to manage emergency situations.
- Provides appropriate liaison with external Incident Commanders.
- Meets the needs of a variety of situations.
- Enables the University to marshal the resources necessary to implement business continuity plans.
- Exercise various components of the Emergency Response Plan to include:
- Communications exercises to test the notification system.
- Emergency Operations Center exercises to test the assembly and operation of EOC personnel and equipment.
- Coordinate with external authorities (local and state police, fire department, HAZMAT, City/County Emergency Management Office) in designing and exercising emergency scenarios.
Communication:
- Establish strong and effective communication channels with all campus constituencies including, but not limited to:
- Employees responsible for development, maintenance, and/or implementation of business continuity plans.
- Vendors who will provide services and supplies required in plan implementation and University executive leadership.
- Keep all constituents informed of any new requirements for disaster recovery and business continuity planning.
- Provide content and up to date information to Public Relations and other communicators.
Emergency Response:
- Provide 24/7 on-call support for any emergency which may require activation of all or part of the University's business continuity plan.
- In the event of Emergency Response Plan implementation, the Director serves as Director of the Emergency Operations Center.

Minimum Education/Experience |
- Bachelor's degree from an accredited institution
- 8 years of emergency management experience

Preferred Education, Knowledge, Skills and Experience |
- 10+ years experience in higher education emergency management including emergency planning, training & exercises, business continuity, and/or EOC management.
- 5+ years supervisory experience in emergency management field.
- Post graduate degree/certificate in emergency management related field.
- Direct experience managing mass notification systems (Rave Mobile Safety, Alertus, etc.).
FEMA or state emergency management instructor credential.
