ATF ESS Logistics Officer Scope of Work (SOW)

Client: Global Systems Engineering (GSE)

Location: Central Deployment Facility (CDF) - Richmond, VA and emergency activation sites around the country and U.S. territories.

Period of Performance: Beginning in Summer/Fall 2025, with an initial duration of six months and an option for renewal.

Clearance Requirement: US Citizenship, Active Secret Clearance preferred (Top Secret eligible)

Classification: Independent Contractor

1. Objective

To support GSE's contract- Emergency Support Section (ESS) planning, logistics, training and emergency response services with the Bureau of Alcohol, Tobacco, Firearms and Explosive (ATF) by coordinating equipment management, and field deployment operations from the Central Deployment Facility (CDF) in Richmond, VA. The Consultant will provide logistics support during steady-state operations and disaster activations, ensuring preparedness and operational continuity for ESS personnel and assets.

2. Deliverables



  • Annually update logistics plans for ESS operations.
  • Coordinate all logistics for ESS activations, including transportation, billeting, fuel, and supplies.
  • Operate ESS vehicles and equipment to support mission readiness and deployment.
  • Conduct training and briefings on logistics procedures for ESS and supporting personnel.
  • Perform site reconnaissance and stakeholder coordination for logistics pre-planning.
  • Manage the Central Deployment Facility (CDF) and maintain readiness of fleet vehicles and supplies.
  • Maintain and issue Personal Protective Equipment to deployed personnel.
  • Prepare monthly status reports and activation after-action inputs.
  • Coordinate with the Logistics Branch Chief to implement mission objectives and improvements.



3. Key Tasks



  • Support coordination and execution of logistics strategies during steady-state and activation.
  • Conduct logistics training and onboarding for federal and contractor personnel.
  • Operate in austere environments during deployments and disaster response operations.
  • Ensure regular staffing and operations at the Richmond-based Central Deployment Facility.
  • Provide input and support for equipment testing, acquisition, and deployment strategies.
  • Collaborate across cross-functional teams to enhance ESS logistics efficiency.



4. Time Commitment & Availability

During steady-state: up to 40 hours/week.
During activations: He/she will be available for extended hours, weekends, and deployments. Able to deploy within 12 hours of notification and be within commuting distance of the CDF site.

5. Qualifications



  • U.S. Citizenship
  • Bachelor's degree
  • 10+ years of experience in logistics, law enforcement, emergency management, or military operations
  • Minimum 3 years in a leadership role in logistics or emergency response
  • Physical readiness for field deployment in austere conditions
  • Valid driver's license and eligibility for Class A Commercial Driver License (within 18 months); Ability to travel throughout the U.S. and its territories.
  • Proficiency in Microsoft Office and logistics tracking systems
  • Strong written and verbal communication skills
  • Ability to manage time effectively, respond to urgent tasks, and deploy on short notice
  • Active Secret Clearance preferred and eligibility for Top Secret Clearance
