The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future. The NYISO's External Affairs department invites applications for a full-time Senior Manager, Regulatory Affairs. The Senior Manager is responsible for the development and execution of information gathering and engagement strategies with federal and state regulatory agencies, particularly the Federal Energy Regulatory Commission (FERC), the New York Public Service Commission (PSC), and the New York Department of Public Service (DPS). The Senior Manager also coordinates engagement with the US Department of Energy, the US Environmental Protection Agency, the New York Department of Environmental Conservation, and other governmental agencies, as necessary. The Senior Manager supports the Vice President, External Affairs and Corporate Communications and the External Affairs team in developing risk identification and mitigation strategies related to relationships with federal elected officials, with a focus on New York Congressional delegation relationships, and executes strategies designed to support the NYISO's mission as an authoritative source of information on New York electric system matters. The Senior Manager supports the development and execution of the NYISO External Affairs strategic engagement plan, providing support of communications strategies across all platforms as needed. The Senior Manager is engaged in the development of all regulatory filings, and coordinates engagement between the NYISO and regulatory staff and leadership. The Senior Manager leads Regulatory Affairs' efforts to monitor state and federal regulatory proceedings, identifies risks to the NYISO's mission and objectives, and through engagement with leadership and colleagues across the organization, develops effective engagement strategies with regulatory bodies, including development of comments, participation in technical conferences and proceedings, and other engagement strategies as appropriate. The Senior Manager is responsible for coordination with FERC's Office of Enforcement regarding regulatory compliance matters and investigations, coordinates internal communications on compliance matters, and produces reports on compliance matters for senior leadership and the Board of Senior Managers. Additionally, the Senior Manager oversees the Member Relations Department within the NYISO's External Affairs team. Working with external stakeholders, internal subject matter experts, and NYISO executives, the Member Relations Department is responsible for the coordination and facilitation of the NYISO's shared governance process. The Member Relations team is also responsible for NYISO market participant registration processes. The Senior Manager leads a Regulatory Affairs team of professionals focused on administration of regulatory filings, orders, and tariff administration. In addition, Regulatory Affairs is responsible for engagement with state and federal agencies, government relations, administration of the NYISO's library of external and internal technical documents.
