POSITION SUMMARY:
Dock mastermanages the routine logistics and operations at shipyard with responsibilities that include cleaning, fueling, and storing boats, helping boaters dock and undock, and enforcing marina rules to ensure safety. As a dock master, you help to ensure that boats arrive and depart successfully. You also make sure that issues related to the dock are appropriately handled and that boat repairs are completed on time.
ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Plans and lays out docking and undocking activities; performs stability calculations; prepare and lays out blocks; gathers and maintains weight logs and docking plans.
  • Plans and arranges for required docking support systems such as emergency systems, gear, staffing; reviews and follows docking and undocking checklists.
  • Follows necessary steps to assure and maintain ship and dry dock safety during docking and undocking process; assures adherence to work place rules and safety practices.
  • Applies thorough understanding of ship conditions in relation to the applicable dry dock to assure safe docking and undocking.
  • Oversees maintenance program for dry docks to include preventive and corrective maintenance.
  • Coordinates the work of employees assigned to specific dockings and un-dockings. Trains employees to improve knowledge of docking processes; makes adjustments in processes in the course of docking or undocking.
  • Works with repair contractor's representatives, vessel owners, port engineers and vessel personnel to ensure proper condition of vessel for dry docking, vessel movements and vessel services.
  • Calculates and submits all necessary documents, including docking plans, block loading plans and stability information required for dry docking Government vessels. Plans, supervises and coordinates block building, docking and undocking of all vessels.
  • Assumes responsibility for vessel, dry dock, adjacent facilities and personnel during dry docking operations. Assists other production departments in supervising, scheduling and coordinating dry dock functions.
  • Achieves financial objectives by managing staffing levels and material.
  • Ensures all utilities normally available at the dry docks are in a state of good order.
  • Administers all dry-docking paperwork, tests and inspections, including safety certification of dry docks.
  • Submits formal requests and justifications for long-term repairs and/or modifications to dry docks.
  • As Superintendent directs the completion of project work through the hourly craft employees. Coordinates tasks for each job among customers, contract administrators, and craft workers and revises daily/weekly schedules as needed. Inspects work in progress to ensure that workmanship conforms to specifications and adherence to repair schedules.

JOB SCOPE:
The role operates within established guidelines, but must use sound judgment and independent decision making when carrying out job responsibilities. He/she has the ability to influence and recommend modifying existing protocols. The incumbent is responsible for maintenance and upkeep of dry dock assets. Failure to meet the expectations of the job could result in capital asset failure and the resulting loss of production and profit.
SUPERVISORY RESPONSIBILITY:
The role supervises up to 100 hourly craft employees providing general to specific direction as required for dry-docking evolutions or projects assigned.
INTERPERSONAL CONTACTS:
The individual Interacts with various levels in the company and customers. When docking activities are taking place, this position serves as an internal expert and the activity supervisor with those assigned to assist with docking of vessels. In some instances may exercise position authority regarding issues of safety, technical errors and/or legal risk. The Dock Master also has regular contact with NAVSEA staff and engineers involved with dry dock certification. There is little interaction with vendors and subcontractors expect for those that provide tugboat and diving services.
KNOWLEDGE SKILLS AND ABILITIES:
  • Knowledge of marine-related equipment, ship repair / construction techniques and sequencing of ship repair activities.
  • Knowledgeable of shipyard safety practices.
  • Ability to perform complex calculations with detail and accuracy involved in determining vessel stability and docking processes.
  • PC applications such as AutoCAD, word processing, spreadsheets and databases.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and employees.
  • Ability to read, analyze, and interpret ship repair specifications, blue prints, general business periodicals, marine repair/shipyard professional journals, technical procedures, and government regulations.
  • Ability to write reports, business correspondences and procedures.
  • Able to define problems, collect data, establish facts, and draw valid conclusions.
  • Able to accomplish tasks through influencing those not in the direct line of authority.
  • Skilled at interpreting an extensive variety of technical instructions in mathematical or diagram form, working with several abstract and concrete variables.

EDUCATION AND/OR EXPERIENCE:
  • High School Diploma or GED Certificate is required.
  • Minimum seven (5) years of experience in a shipyard, involved in docking processes.
  • Experience in ship repair and maintenance is preferred.

PHYSICAL DEMANDS:
Work is conducted in a dynamic, fast-paced shipyard with moderate to loud noise levels from production activity in the shipyard. The individual will be in production areas of the yard and onboard ships.Must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights.The incumbent must be able to frequently bend, squat, crawl, twist and may be required to lift up to 50 pounds. May be required to work more than 8-hour shifts and weekend work.There may be local travel and out-of-town travel (including air travel) up to 5% of the time with notice.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
