DEFINITION
Under direction, performs responsible professional-level financial analysis reporting and accounting work; develops and implements reporting and record keeping procedures; may supervise lower level accounting support personnel; audits business license accounts; and performs related work as required.
CLASS CHARACTERISTICS
Positions in this class perform the difficult professional-level accounting work of the unit. The incumbent may supervise and direct the work of assigned personnel, develops procedures and personally performs in depth financial analysis and auditing work. A major portion of the incumbent's time is involved in the preparation of varied financial and management information reports. The incumbent may also be involved in auditing business license accounts. Positions in this class have considerable independence in selecting work methods from a variety of standard methods or procedures. Incumbents are expected to resolve most problems confronted through the application of judgment and precedent, referring to the supervisor only those problems which involve the establishment of new procedures or which involve solutions which are inconsistent with departmental procedures and policies.

Examples of Duties

Assigns, trains, reviews, and supervises the work of assigned clerical and technical staff; performs a wide range of professional-level accounting, financial analysis, auditing, and financial reporting work; maintains financial records for specially funded programs, preparing budgets, accounting for and reporting revenues and expenditures, preparing financial statements and working with agency auditors; analyzes expenditures to determine eligible expenditures for charge to grant programs; performs a wide variety of cost accounting related to supply, material, equipment, and labor costs; maintains accounting records of petty cash funds; audits accounts payable documents, analyzes accounting and reporting requirements, and establishes appropriate accounting procedures; prepares accounting-related reports, claims, and statements; develops accounting forms; develops journal entries to record transactions; collects and compiles information for assigned studies and prepares summaries, reports and recommendations, as appropriate; assists in the development of accounting systems, procedures, policies, and manuals; operates computer terminal equipment, calculators, and other office equipment and performs related work as required.

Typical Qualifications

LICENSE REQUIRED
- Possession of a valid California Driver's License and a good driving record.
EDUCATION AND EXPERIENCE
Any combination of education and experience that provides the required knowledge, skills, and abilities is qualifying.
Education:
- Typical education would include graduation from an accredited four (4) year college or university with major course work in Accounting or Business Administration or a closely related field.
- Bachelor's degree desirable.
Experience:
- Typical experience would be two (2) years of professional-level experience in accounting performing varied accounting and auditing duties preferably in a governmental environment.

- Read, understand, interpret and apply specific project accounting and fiscal requirements, procedures and policies;
- Operate a calculator by touch;
- Operate a computer terminal accurately and efficiently;

PHYSICAL DEMANDS AND WORKING CONDITIONS
- Incumbent may be required to attend periodic evening meetings;
- Incumbent may be required to travel within and out of City to attend meetings;
- Work is primarily sedentary.

Examinations and department interviews for the position will be administered in the City of Clovis.
As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.
