Operations Manager
Department of Public Works

Hiring Range: $102,251 - $116,360

Summary
Performs supervisory and administrative work to oversee the Operations Office Staff and Division
Superintendents; performs all other related work as required.

Essential Functions
The essential functions or duties listed below are intended only as illustrations of the various types of work

* Provides oversight of the Operations Office Staff and Division Superintendents. This includes keeping the
divisions moving in a forward direction addressing daily tasks and emergencies. This also includes customer
service both internal and external.

* Responsible for providing general oversight in managing the Operations Staff during emergency operations,
extreme winter events and other emergencies that could arise to include water and sewer issues, drain issues,
extreme weather events, etc.

* Conducts budget maintenance and forecasting by monitoring all expenses for the Operations Divisions and
forecasting for short term and long-term expenses. This also includes procurement oversight.

* Provides health and safety guidance to ensure the overall safe operation of work in Divisions as well as with
the Office Staff.

* Responsible for a variety of special projects and events that are both planned and unplanned, that need to be
executed under the direction of the Public Works Director.

* Participates in collective bargaining process.

* Regular attendance at the workplace is required.

* Performs other similar or related duties, as required or as situation dictates.

Supervision
Supervision Scope: Performs varied and responsible functions requiring a working knowledge of departmental
operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent
or established procedures.

Supervision Received: Works under general supervision of the Public Works Director, following department
rules, regulations, and policies, requiring the ability to plan and perform operations, and to complete assigned
tasks according to a prescribed time schedule. Refers all questionable cases to supervisor.

Supervision Given: Operations Office Staff and Division Superintendents.

Recommended Minimum Qualifications

Education, Training and Experience

Bachelor's Degree in in a Public Works related field; and minimum of seven (7) years of operations experience
with five (5) years of office/job costing experience; or any equivalent combination of education and experience
which provides the required knowledge skills and abilities to perform the essential functions of the position.
Special Requirements:
CDL, Class B License preferred

Knowledge: Knowledge of field operations with respect to all types of Civil Work as well as an understanding
of managing emergency operations. Knowledge of job costing. Knowledge of the methods, materials,
equipment, and tools used in the construction, maintenance and repair of highways, knowledge of roadway
engineering practices. Knowledge of office management and of principles and practices of operations
management.

Ability: Ability to organize and schedule projects; ability to assess conditions at an emergency and determine
proper course of action; ability to deal effectively and diplomatically with the general public and other town
employees; ability to direct the work of skilled employees; ability to supervise, train and evaluate staff.

Skills: Excellent written and verbal communication skills, excellent computer skills including MS Office
applications, MUNIS, People GIS, and several department software applications. Strong job costing skills.

Job Environment
* Work is performed in an office environment and also in the field during emergencies or working with
divisions. Work is performed in a moderately noisy work environment.

* Operates computer, hand tools, printer, telephone, copier, postage machine, facsimile machine, and all
other standard office equipment. Operates automobile, lights and heavy equipment and trucks.

* Makes frequent contact with department staff. Town departments, outside agencies, vendors, and other
public works departments.

* Has access to some department related confidential information.

* Errors could result in delay or loss of service, injuries to self or others, damage to buildings and/or
equipment, and in serious situations could potentially result in monetary and/or legal repercussions.

While performing the duties of this job, the employee is frequently required to sit, communicate, or hear;

employee must occasionally lift and/or move objects weighing up to 30 pounds. Vision and hearing at or
correctable to normal ranges. This position requires the ability to operate a keyboard at efficient speed.
