Planning & Preparedness Manager - Remote w/Deployment to Client Sites

IEM is looking to bring onFull Time - Planning & Preparedness Manager who will effectively work with the Planning & Preparedness Director, Senior Manager, and other Managers within the division to implement the division's strategic goals and IEM's Growth Strategies

Primary Location:



  • Live anywhere that meets remote work requirements in the contiguous United States.


  • Work will take place either in the field, in an office environment, or remote from a personal location and will depend on the need of the project.


Travel Requirements:



  • This position will require some work to be conducted at a client site. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.



Essential Functions:



  • Manage a team of 12-15 direct reports and respond to staff needs related to human resources, training, payroll/timesheets, and other functions staff need to do their jobs effectively; manage staff billability and support Program Managers to ensure projects are effectively staffed.


  • Hire new employees that are a good fit for IEM in terms of their knowledge and work ethics.


  • Coach/mentor team members to increase group capacity and individual capability to support company needs/initiatives. Areas of focus will include technical breadth and depth, achievement of professional credentials/certifications, ability to support business development and marketing efforts, customer relationship development and management, management and leadership skills.


  • Provide specific, constructive, actionable performance feedback, both positive and negative, to group employees via day-to-day interactions and scheduled performance evaluations


  • Promote the use of project management tools and processes by all division employees. Help them understand and use the process effectively.


  • Review draft contracts for projects and work with Program Managers to ensure the final contract is by the scope and deliverables outlined in the proposal.


  • Oversee Program Managers and support project delivery through effective contract, timeline, and budget delivery. Report risks to scope, budget, timeline, or client concerns to the Director as needed.


  • Work with Program Managers to provide management review of project documents/products before delivery to clients to verify the quality of final deliverables.


  • Develop relationships with federal, state, and local clients to promote IEM products and services. Able to effectively communicate IEM's capabilities and factors that distinguish us from our competitors.


  • Lead proposal development for new work, lead, and mentor other subject matter experts in designing and writing technical approaches in response to Statements of Work and develop resource estimates for executing the approach.


  • Gather and analyze competitive intelligence in federal, state, and local preparedness market areas of capability to support shaping growth and marketing strategies in specific areas.


  • Help employees gain an understanding of their role in the development of IEM products and services that result in a competitive advantage for IEM over its competitors in federal, state, and local Planning and Preparedness areas of responsibility.


  • Guide development or refinement of work processes to improve the current or future efficiency or quality of work performed for our clients.



Minimum Qualifications:



  • Experience: Five (5) years of consulting experience to include estimation, scheduling, customer interface, and management of personnel on project teams.


  • Degree: Bachelor's degree from an accredited college or university with a major in public administration, emergency management, public safety, business administration, or related field.


  • Demonstrated project management experience and success leading projects to completion on budget, on schedule, with high technical quality, and with customer satisfaction will be a major discriminator.


  • Proven oral and written communication skills


  • Strong background in homeland security and emergency management planning, training, exercises, and project delivery. Operational knowledge of plans and planning guidance in use by DHS and its federal partners.


  • Experience in leading winning proposals, including technical writing, coordination with Growth staff, and costing.


  • Strong automation skills (including the ability to type at a reasonable speed) and a vision for how to best deploy information technology to support the division's areas of responsibility.


  • Experience in the federal procurement process and supporting federal proposal efforts.


  • In-depth experience and familiarity with one or more areas of capability related to federal, state, and local emergency preparedness. Broad-based emergency management or homeland security planning experience is a plus.



Preferred Qualifications:



  • Experience within public entities including, but not limited to, government entities/facilities (including military), medical facilities, schools, transportation (roads and bridges), coastal entities, water/waste treatment, and utilities/power.


  • Master's Degree in a relevant field or relevant professional certification or accreditation


  • Professional certifications including Project Management Professional, Certified Emergency Manager or other relevant certifications



Additional Information:



  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.


  • Remote Locations: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.


  • Situational Awareness: During site assessments, conditions may be austere, including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity, heat or air conditioning. Other potential risks include air quality issues, standing water, mosquitos, snakes, debris, and other potential exposures.


  • Physical Requirements: Site assessments may require extensive walking and standing for long periods of time, working in small spaces, tunnels, and ditches, and climbing ladders.
