DESCRIPTION OF WORK

In this position, you will engage in comprehensive administrative work related to emergency management, focusing on the coordination and administration of both internal and external resources to fulfill your assigned duties. Your key responsibilities will include overseeing the emergency management planning process and developing countywide preparedness and response strategies for various hazards, including natural disasters, human-made incidents, and technological threats. You will lead a collaborative planning effort in partnership with local, regional, and state agencies, which will involve researching, drafting, and periodically updating the necessary plans to ensure the program's effectiveness. Additionally, you will be tasked with managing grants associated with hazardous materials and supervising the annual collection of chemical inventories and Tier II reports from industrial facilities.

Work Schedule and Additional Information:

  • Full-time employment, 40 hour work week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Work hours include an irregular schedule. 24/7 coverage flexibility needed during emergencies to staff the County's Emergency Operations Center activations.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience in local, regional, or state planning; or
  • One year as a Planner Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • A master's degree in planning; or
  • Any equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Other Requirements:

  • This particular position also requires possession of a valid Pennsylvania Class C driver's license.

  • You must be able to perform essential job functions.

Legal Requirements:

  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
