Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service. Engineering is responsible for building and maintaining the majority of Metra's fixed assets, such as buildings, stations, bridges, track, electrical, telecommunications and signal systems. The Engineering Department also monitors the condition of and assists in building and maintaining the fixed assets on the freight lines where Metra trains operate. The Engineering Department is divided into two major groups: Capital Projects, and Communications and Maintenance. Reporting to the Director, Telecommunications, the Manager, Telecommunications Back Office manages the operations, upgrade and maintenance, and administration of systems supporting critical railroad telecommunications networks including: Metra's private branch exchange (PBX), video surveillance and intrusion monitoring, card access, radio and mobility devices, passenger information displays, on board communication, fiber optic, multiplex, SCADA transport, enterprise networking equipment, backup power plants, data center infrastructures. The primary duties include: Assign, review, and evaluate the work of staff performing telecommunications systems functions; enforce work policies, safety procedures, standards, and protocols; and provide regular training on back-office administration, system monitoring tools, and troubleshooting procedures. Manage system configuration and software updating; assess current technologies, plan for future capacity requirements, and ensure systems maintain optimization, functionality, security, and regulatory compliance. Oversee documentation and records maintenance of telecommunications system changes, updates, repairs, and equipment replacements ensuring logs and repair history crucial for operational continuity, troubleshooting, and compliance are properly documented and updated. Function as subject-matter-expert and assist staff in troubleshooting software application operations, maintenance, and design issues; and collaborate with other departments to integrate back-office systems with front-line telecommunications systems to facilitate the seamless flow of operational data. Provide project management oversight covering all hardware, software, and interface requirements, integration during design and implementation, and evolution of telecommunication Systems; track maintenance requests, system repairs, and performance issues; and facilitate the efficient resolution of issues by stakeholders ensuring systems are up and running with minimal downtime. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. This position is subject to random drug and/or alcohol testing. Perform other related duties as assigned to meet the ongoing needs of the organization.
