Job Summary

The Program Manager will support, collaborate, and coordinate the planning, development, implementation, evaluation, recruitment, enrollment and retention of Early College Programs (Under 18 Students, Concurrent Enrollment, Achieving a College Education (ACE), Hoop of Learning (HOOP), Dual Enrollment, and High School Seniors to College Transitions for the 10 Maricopa Community Colleges. This position will work with all ten colleges, external high school and community partners, college staff, K-12 students and families, tribal communities, post-secondary partners, as well as working in alignment with other Early College Programs.

This position will assist with budgets related to Early College and High School Programs, including disbursement, grant funding, program reviews, annual reporting both internally and to grant funders. The Program Manager will ensure adherence to policy and procedures, student learning outcomes, strategic enrollment management, coordinate district wide both monthly and annual meetings and projects, work with coordinators, directors, and college leadership and staff to strengthen programs. This position will include strategic planning, research, data gathering/collection, reporting on data, fund-raising efforts with Maricopa Community Colleges Foundation, and identifying best practices and will also assist with communication to students, high schools, and supporting post high school matriculation. May exercise supervision with internal staff.

Essential Functions

35% Collaborates efforts in regards to improving and scaling high school early college programs and high school seniors transitioning to college, which includes increasing access into early college programs, retention of students at a Maricopa Community College post high school graduation; works with external partners, budget, annual reporting, program review, data collection, and adherence to policy and procedures. Responsible for addressing enrollment management with a focus on access, increased enrollment, and overall success, which can include creating and maintaining a strategic enrollment plan.

25% Organizes and collaborates with all colleges to ensure alignment, research, setting up training, presentations, strategic planning, fund-raising efforts. Prepares documents and information for dissemination to internal and external partners, work with Institutional Effectiveness to continue to grow data gathering and identify needs.

15% Participates and presents in conferences and training, preparation of reports, serves as a representative with internal and external stakeholders, communicates to all colleges, supports and creates promotional and education materials for the programs. Supports in gathering resources for the programs.

15% Plans and facilitates meetings, including compiling notes, feedback, and reports,

10% Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, educational leadership or related field and five (5) years of program administration or management experience, that includes two (2) years of supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

1. Three (3) years or more of leadership and program development experience working in Early College Programs (Dual/Concurrent Enrollment, Achieving College Education, Hoop of Learning); High School Seniors transitioning to college; student services experience including but not limited to: Recruitment, Admissions, Enrollment, Financial Aid, etc.

2. Two (2) years or more of managing multiple projects, initiatives, and budgets with utilization of data use, program effectiveness, and evaluation/assessment.

3. Two (2) years or more of experience directly supervising and training full-time and part-time employees.

4. Two (2) years or more of experience working with an online enrollment system (examples: Dynamic Forms, Gideon Taylor, etc.) along with software programs such as Student Information System (SIS), Customer Relationship Management tools, or other software.

5. Two (2) years experience utilizing data to track student progress, enrollment, retention, and success in Early College Programs and High School seniors transitioning to college.

6. Master's Degree from a regionally accredited institution in education, educational leadership, or a closely related field

Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions: Work is routinely performed in an indoor, office environment.
