Assistant Chief System Operator

Summary

Accountable for the daily management and coordination of NYPA's overall operations, including Overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs.

As a NERC Generation Operator (GOP), Transmission Owner (TO), and Transmission Operator (TOP), monitor and control NYPA generation and transmission facilities. Coordinate and direct switching schedules with regional projects, local TO/TOP's, and NYISO. Directs generation and voltage support as needed to maintain reliability of the Bulk Electric System in a manner that will not exceed thermal and voltage limits or cause System Operating Limits (SOL's). Continually monitor transmission network applications to ensure normal operations.

Responsibilities
  • Provide direct supervision to the ECC Operations staff.
  • Primarily supports the ECC Chief System Operator (CSO) on a continuous basis both technically and as a supervisor.
  • Responsibilities include completing employee evaluations, timesheets, next year's shift work schedule, new employee interviews and can back up the ECC Senior System Operator (SSO) on-shift as a qualified operator.
  • Daily responsibilities include investigating Power System and Data Communication incidents, reporting to regulators, and developing learning opportunities for ECC System Operation Training.
  • Perform annual review and update as needed for any ECC Operator technical documents.
  • Oversee the coordination and repairs of operator tools in the control center.
  • Maintain positional qualification on positional tasks for Senior System Operator role.
  • Responsible for mentoring and developing staff on their current job tasks as well as developing their skills toward completing tasks required for future position qualifications.
Knowledge, Skills and Abilities
  • Expert knowledge of power system generation and transmission concepts
  • Qualified on positional tasks for Senior System Operator role.
  • Must maintain NERC TO certification.
  • Expert knowledge of NYPA Operations Procedures, NERC Standards, Operating Bulletins, Operating Instructions, Control Room Guides, Instructions, Bulletins, and NYISO memos.
  • Knowledge of all the ECC Control Operators duties.
  • Knowledge of Outage Coordination.
  • Strong written and oral communications skills and ability to mentor staff in a manner to improve individual performance.
  • Strong organizational skills for record retention and to meet audit recommendations.
Education, Experience and Certifications

Preferred

  • Bachelor's (BAS) degree in Electrical Engineering, other Engineering disciplines, or related technical fields

Required

  • Associate (AAS) degree: Electrical Technology or equivalent Science/Technology field desired
  • Completed all internal training and maintain Senior System Operator task verification through ECC System Operator cycle training.
  • Min 6 years NYPA System Operator experience.
  • Experience mentoring junior system operators and facilitating training.
  • NERC Transmission Operator Certification
Physical Requirements
  • Must have a valid NYS Driver's License
  • Must be able to sit and utilize computer for several hours.
