About the Role

Culmen International is seeking a skilled and proactive Commissioning Test and Inspection Lead to support the Department of Homeland Security (DHS) in overseeing the lifecycle of radiation portal monitor (RPM) system commissioning and decommissioning projects in the DHS Radiation Portal Monitor Program (RPMP). This is a remote/hybrid role with 70% travel in the domestic U.S. (TX, CA, WA, MI, SC, VA, FL, MS, NJ, and NY). The desired candidate will be required to commute to Bethesda, MD 20814 two (2) to three (3) times per month during the first three (3) months on-the-job for hands-on programming of the test bed equipment.

This position is subject to 75% outdoor/25% indoor working conditions on-site in all elements of weather and land.

The RPMP Systems Engineering & Integration Lead will provide industrial instrument and automation programming technical expertise to CWMD's Radiation Portal Monitor Program, working with Programmable Logic Controllers (PLC) and Human Machine Interfaces (HMI) to include field support during installation and commissioning at the site.

What You'll Do in Your New Role

    Conduct field travel (70%) to various locations in the U.S. Field travel activities include site surveys and field testing, implementation, and commissioning of PLCs, HMIs, and industrial instruments
  • Ensure PLC and HMI programming templates comply with DHS requirements.
  • Provide Technical and Training Support to field-deployed PLC and HMI logic, supporting multiple teams and ongoing projects simultaneously
  • Integration of system's gate arms, traffic lights, cameras and related testing
  • Assign network devices such as relays, meters and managed ethernet switches to LANs, etc.
  • Support joint team in engineering design solutions (Drawings and Specifications) iteratively developing PLC, HMI, and Supervisory Control and Data Acquisition (SCADA) designs for use cases and coordinating with engineering teams
  • Work closely with the project management and construction teams by attending meetings, resolving issues, and providing technical and engineering recommendations
  • Work closely with the RPMP Deputy Program Manager and Senior Technical Manager to ensure successful completion of project phases
  • Adopt a detail-oriented and collaborative approach to ensure each project is completed on time and supports field testing
  • Other tasks and duties as assigned


Required Qualifications

  • Bachelor's degree
  • Ability to commute to Bethesda, MD 20814 two (2) to three (3) times per month during first three (3) months on-the-job for hands-on programming on test bed
  • 8-10 years of industrial experience as an Electrical/Industrial Automation Engineer, specializing in the automation and digitalization of industrial processes, and design of technical drawings or a related industry field
  • PLC Programming: Skilled in programming and configuring PLCs across various brands to ensure seamless automation processes. (e.g., PLC brands such as WAGO, ABB, IFM, Siemens, Delta, and Beckhoff. Adept at utilizing platforms like CoDeSys, Vijeo HMI Designer, Siemens TIA Portal, and Simatic Manager to develop and optimize automation systems)
  • HMI Programming: Expertise in designing and programming Human-Machine Interfaces (HMI) for intuitive and effective user interactions
  • Programming Environments: CoDeSys, Beckhoff TwinCat, Allen Bradley - Rockwell Studio 5000 and/or any IEC61131-3 compliant PLC programming
  • Fieldbus: Experience in EtherCAT (remote I/O, safety, and motion control), EtherNet/IP, Modbus TCP, DeviceNet, or Modbus RTU, CAN
  • Modbus Communications: Experience in implementing Modbus RTU and TCP communications for reliable and efficient data exchange between devices.
  • Strong written and oral communication skills, fast learner, detail-oriented, strong organizational skills; ability to multi-task and respond to quick turn-around requests. Extensive experience with MS Office
  • Experience working with federal government customers preferred


Desired Qualifications

* Experience with MS Office, particularly Excel, Word, PowerPoint, and design tools (AutoCAD, Visio, Bluebeam)
* Demonstrated ability to work with multiple engineering fields to identify technical product characteristics to develop requirement specifications for designs.
* Experience working with U.S. federal government customers preferred
* Experience working with U.S. Customs and Border Protection preferred
* Some experience with screening equipment such as contraband cargo/pedestrian screening or radiation portal monitors

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $105,000 - $140,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
