Overview
Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Project Engineer, Civil and Structural Engineering, supporting TOS II, at Arnold Engineering Development Complex in Tullahoma, TN. The Project Engineer, Civil and Structural Engineering, will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts. The individual hired for this position will be responsible for leading all Instrumentation, Data and Control (ID&C) design, implementation, and commissioning engineering activities associated with the implementation of a new test facility at Arnold AFB.

Job Summary
The project engineer provides front line leadership for the civil, structural, and architectural (CSA) engineers on the design engineering team in support of design and construction activities. The position requires the application of technical and project knowledge to make decisions in the technical functional area.

The purpose of this position is to plan and perform work requiring sound technical judgment in the evaluation, organization, and execution of project engineering assignments. This role has the responsibility to perform the essential job duties and functions as listed below with the overall objective of managing and/or coordinating project activities that follow the contract and ensure the safety, quality, value, and timeliness of the completed project. Performing assigned general duties of limited scope and level of responsibility, this position is designed to develop broader project management knowledge and experience.

This position has the responsibility and accountability for the performance of the project CSA design engineering team. This includes the successful execution of design activities in support of completing design and design changes during construction. It also includes responsibility for the development and enforcement of engineering budget, schedule, and quality.

Job Duties:

* Perform basic project engineering functions involving monitoring of progress, preparation of procedures, documentation of communications and meetings, and identification/evaluation of project issues and problems.
* Coordinate efforts of technical disciplines, vendors, and licensors to ensure integrated and complete designs that meet project requirements and contractual obligations.
* Review project staffing requirements and coordinate staffing with supporting functional organization managers and/or subcontractors.
* Support creation and coordination of overall project plans and schedules, and monitoring activities, progress, and milestones against the plans
* Support creation and coordination of project effort hours, and cost estimates and budgets, and monitor progress and cost performance against these.
* Support the preparation, delivery and coordination of project deliverables, design documents, and bid packages.
* General
* Lead development of technical area designs in support of the overall facility design.
* Develop engineering specifications for the design and/or fabrication of engineered equipment.
* Plan and ensure requisition of materials.
* Ensure that designs meet requirements across self-performed and subcontracted design efforts.
* Provide inputs for development of cost and schedule for execution of assigned scope.
* Develop design change packages initiated from construction requests for information.
* Provide updates to project, engineering, and construction management teams.
* Quality
* Ensure the quality of engineering generated documents (drawings, specs, calcs)
* Perform self-assessments withing assigned technical functional area.
* Review and address trends coming from audits.
* Software
* Perform or assign the review, verification, and validation of new or updated software.
* Training
* Ensure that team members are properly trained and qualified to perform design work and assign activities accordingly.
* Develop talent in each assigned discipline area to their desired career outcomes and assign activities accordingly.
* It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
* Perform other duties as required.

Basic Qualifications:
* Accredited four (4) year degree or equivalent in civil engineering field of study and six (6) years of work-related experience.
* Current U. S. Citizenship required.

Preferred Qualifications:

* Four (4) years of experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry including the performance of functional tasks on projects with a well-developed understanding of procedures and interfaces.
* Experience participating in risk assessments initiatives.
* Previous successful performance in a project engineering position
* Ability to develop and sustain productive customer relationships while meeting the company's needs.
* Flexible and adaptable approach, willingness to take on new work challenges; adaptable to changing circumstances.
* Demonstrated strategic thinking, accountability, and adaptability skills.
* Ability to set and maintain high standards of performance with responsibility and accountability for successfully completing assignments and tasks.
* Customer focused with ability to develop and sustain productive customer relationships while meeting the company's needs.
* Proactive reporting of progress and accomplishments of assignments and apply necessary follow-up to monitor progress and results of project tasks and assignments.
* Analytical approach to problem solving and identifying potential solutions.
* Technical and business writing skills
* Basic computer and software skills to include the use of word processing, email, spreadsheets, electronic presentations, and project management tools.
