Summary
The Manager Financial Controls will ensure the accuracy and proper recording of financial transactions associated with Utility Operations projects. The Manager Financial Controls will provide day to day supervision of the cost accounting, budgeting, billing, and contract facilitation activities performed by the Financial Controls staff. The incumbent will establish and maintain processes and financial controls in the department which is critical to minimizing any potential exposure and risk associated with the implementation of Utility Operations projects. #LI-VB1
Responsibilities
- Manage the Financial Controls group and ensure the timely and accurate recording of financial transactions related to the implementation of Utility Operations projects.
- Assist with implementing strategic plan for team growth and development that aligns to NYPA strategic vision
- Establish and maintain necessary financial controls to ensure compliance with NYPA's corporate policies and procedures.
- Manage the Financial Controls group's monthly close of all financial transactions including analyzing project budget variances, performing cost accounting on individual projects, ensuring the accuracy of billing, and performing selected reporting.
- Provide support to the Director Financial Controls in maintaining accurate project and program expenditures and cost recovery data in the department's project management database tools consistent with the NYPA's accounting system.
- Ensure accuracy of detailed reporting provided to management and other functional areas within Project & Program Controls
- Manage reconciliation of project data across financial and project systems
- Coordinate Financial Controls activities with other departments at NYPA that are impacted by the department activities including Finance, Accounting, Budgets, Billing, Treasury, Internal Audits, Procurement and Legal.
- Coordinate with key internal and external stakeholders as necessary to receive and provide project status updates
- Review key dependencies (i.e. reports, systems, processes, etc.) and assess the adequacy of current financial controls and recommend improvements to Senior Management.
- Provide support on all Internal Audit requests in a timely fashion.
- Review performance of staff; establish work performance goals and review their individual goals each appraisal period. Recommend staff additions, promotions, salary increases, and develop the shift schedule.
- Develop and manage a cost-effective department budget.

- Strong working knowledge of Microsoft Office Suite.
- Strong knowledge of SAP is preferred.
- Strong understanding of complex contract terms and conditions is preferred.
- Ability to provide mentoring and employee development guidance to staff with constructive feedback on projects, goals and accomplishments.
- Ability to proactively anticipate, manage and constructively resolve conflicts and disagreements; identify ways conflict can lead to positive change; and take appropriate action to address conflicts.
Education, Experience and Certifications
- Bachelor's degree in accounting/Finance.
- An MBA or other advanced degree is preferred.
- Minimum 5 years of experience in Accounting, and/or Finance.
- Minimum 5 years of Cost Accounting and/or Financial Controls experience is preferred.
- Experience as a team or project lead. 3 years of supervisory or managerial experience preferred.
Physical Requirements
- Approximately 15% travel primarily within NY State
- Ability to travel to NYPA facilities to support construction activities and to monitor equipment installations and commissioning for length of time needed.
