BILINGUAL PAYROLL ADMINSTRATOR

POSITION SUMMARY

The Bilingual Payroll Administrator is responsible for all company personnel and payroll items, including processing, documenting, and creating reports on a weekly basis. Maintains strict confidentiality in all personnel and payroll-related matters.

This is a full-time position that requires Spanish proficiency.

It supervises the architectural, engineering, bidding, contracting, building, and inspection from the beginning to the end of the project and specializes in concrete self-preform on a large commercial scale.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Payroll


  • Performs all duties related to weekly processing of payroll, including verifying time and pay information, running reports, and ordering and distributing pay cards.
  • Handles certified payroll, which includes checking all timecards to ensure wage is correct for the job.
  • Updates payroll files on appropriate days, and completes payroll recap sheet for the proper filing of Federal tax deposits.
  • Completes, reports, and files all required weekly, monthly, quarterly and yearly payroll reports, including W-2's, SUTA, and State withholdings.
  • Ties out all payroll-related general ledger accounts on a monthly basis, and agrees to payroll reports.
  • Processes A/P checks and paperwork for the all States work is performed in.
  • Assists in payroll related audits.
  • Assists in all workers' compensation, unemployment, and payroll tax audits.
  • Suggests and implements changes that would increase productivity either from the field or the office as related to the processing of weekly payroll.
  • Transfers bills for payroll costs between entities, and gives appropriate back up information to the accounts payable person.

Document Handling


  • Maintains, updates, and files electronically separate employee files containing the following: employee records, payroll information, evaluations, and other required federal and tax documents.
  • Makes necessary changes to electronic payroll files, and updates the computer when proper documentation has been received the following changes: new hires, rehires, wage, withholding, fringe, deduction, location, and terminations.
  • Implements and maintains field employee evaluation sheets by working closely with superintendents for input and improvement. Track such information as work habits, safety, tardiness, abilities to perform the required work, attitude, ability to work well with others on crew, and sick time off, injuries.
  • Keeps all personnel records confidential including safeguarding documents through proper filing and locking of cabinets, desk, and office.


Personnel Records


  • Processes E-verify and follows up with superintendents of employees who are non-compliant with I-9 requirements.
  • Fills out requested workers' compensation information for safety officers.
  • Keeps track of dates of accidents in employee files.
  • Tracks sick leave, vacation, or personal days for each employee.
  • Handles all personnel information requests from employees and third parties, including VOE's, unemployment requests, child support, garnishments.

General


  • Completes all Owner Controlled Insurance Programs (OCIP) reports as requested from the bonding companies, and participate in OCIP audits.
  • Provides requested information for the annual corporate audit.
  • Provides necessary information for liability insurance audits.
  • Gives suggestions, and looks for ways to improve.
  • Gives input to other staff members and employees to improve company morale, procedures, productivity, etc.
  • Looks for ways to improve upon the HR/payroll system.
  • Regular, timely, and predictable attendance is required for this position.
  • Performs other duties and responsibilities as assigned.


ADDITIONAL DUTIES AND RESPONSIBILITIES


  • Maintains payroll website, which includes uploading weekly payroll and YTD totals, adding new employees to payroll website, resetting passwords, and uploading safety buck information.
  • Keeps Remote Time up-to-date, which includes adding and inactivating employees, sorting employees by job numbers for superintendents and assistants to enter time, and updating job cost codes and bid packages to reflect job cost.


EDUCATION/EXPERIENCE REQUIREMENTS


  • Bachelors Degree or the equivalent years of experience, plus 4 years of specialized payroll experience.
  • Evidence of previous maintenance of high level of confidentiality.
  • Spanish speaker preferred.


KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS


  • Ability to perform and solve accurate mathematical equations.
  • Working knowledge of Timberline Construction accounting software.
  • Knowledge of federal and state regulations regarding pay and wages.
  • Possess strong computer skills, especially in database management software and Microsoft Office (especially Excel and Word).
  • Knowledge of payroll systems.
  • Ability to maintain a high level of confidentiality.
  • Ability to maintain organization under high levels of stress.
  • Ability to effectively respond to questions from employees, managers, and outside entities.
  • Ability to do account reconciliation, cost analysis, and month-end close responsibilities, etc.
  • Ability to plan and manage multiple projects.
  • Ability to analyze and resolve problems.
  • Ability to prepare letters, reports, and memos.
  • Ability to consistently meet deadlines under pressure and stressful situations.
  • Ability to communicate and interact effectively with employees at all levels of the organization.
  • Ability to pay close and thorough attention to details.
  • Ability to prioritize and multi-task.
  • Ability to read and comprehend complex instructions, correspondence, memos and contract documents.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to speak Spanish is helpful but not necessary.
  • Ability to do 10-key by touch.
