THE POSITION

The Department of Housing Services is currently recruiting for a Senior Program Coordinator - Rental Assistance to work towards our mission of ending homelessness in Washington County.

The Senior Program Coordinator - Rental Assistance contributes to the Department of Housing Services' mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents by representing the Rental Assistance Division Senior Leadership. This key role is embedded within the Housing Authority of Washington County (HAWC) and supports the administration of all Rental Assistance programs.

Under the direction of the Rental Assistance Programs Manager, support strategic and operational program management of the Housing Choice Voucher (HCV) Program and all Rental Assistance Programs managed by the department. Oversee and direct the functions and activities of assigned programs to ensure effective and efficient utilization of the agency's financial, human, and information technology resources. Assure programs comply with applicable federal, state, local and HUD/HA policies and procedures.

The ideal candidate will have:

  • Experience with leadership oversight of the daily operations for Housing Choice Voucher program and rental subsidy programs, including initial eligibility determination, voucher issuance, leasing, rent reasonable determination, compliance, and annual recertification of participant eligibility.
  • Experience in Housing and Urban Development (HUD) subsidized program management.
  • Experience in program compliance with federal law, applicable HUD regulations, Housing Choice Voucher Administrative Plan, and special requirements and commitments made in applications for HCV Program vouchers and other Voucher subsidies.
  • Knowledge or experience in compliance with Section 504, Title II of the ADA, the Fair Housing Act, applicable regulations and accessibility standards and the Voluntary Compliance Agreement between a PHA and HUD. Ability to understand and administer reasonable accommodation review and oversight for all housing programs.
  • Knowledge of governmental policies, reading and translating regulations, creating and understanding contracts, IGAs, and MOUs.
  • Team player skills, utilizing collaboration and partnership to accomplish goals.
  • Ability to use quantitative and qualitative data in analyzing policies and making recommendations.
  • Excellent writing and presentation skills.
  • Knowledge and experience working with PHAs and flexibility under MTW.
  • Familiarity with Yardi (or other PHA software), HOTMA, NSPIRE etc. (info systems and HUD requirements)

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.

  3. Panel Interview(s): Generally, the top 6 - 8 candidates will be invited to participate in a panel interview.
  4. Conditional Offer: A successful candidate will require to successfully clear a third-party background check as a pre-employment condition and Oregon State comprehensive background check as a condition of continuous employment.
