is looking for a
Business Systems Analyst II
to join our team!
The Department
The Washington County Finance Department provides financial management services supporting twenty-one departments across five functional areas of operations: General Government; Public Safety and Justice; Land Use & Transportation; Housing, Health & Human Services; and Culture, Education & Recreation. The Finance Department coordinates the annual budget process, oversees management accounting activities, supports operational transactions and manages cash flow, banking, and investment activities. Procurement services and personal property disposition are also managed within the Department.
The Opportunity The Finance Business System Analyst II will provide ongoing operational support County financial systems and finance modules within the County's Enterprise Resource Planning (ERP) system. Washington County is transitioning from an Oracle-based ERP to Workday with systems going live in January 2026. This role will serve as a technical point of contact for assigned functional areas and assist subject matter experts with assuring data integrity, testing of system changes, report writing, analyzing data flows, and documentation of policies and procedures with a focus on improved efficiencies. The Finance Business Systems Analyst II will also support the implementation of financial systems, periodic updates, testing, user training and support, and other technical projects assigned.
This position may be eligible for a hybrid work schedule.
The Ideal Candidate The ideal candidate for this position understands the financial functional areas and report writing in Workday or a similar ERP. As a finance subject matter expert, you enjoy helping others solve complex problems to make work easier and more efficient. You are systems-minded and can translate technical terms into easy-to-understand instructions for all stakeholders. You are a master at juggling priorities, uphold commitments, and hold yourself accountable to successful outcomes. You have an aptitude for learning new concepts, applications, and tools.
Knowledge of research, data collection, documentation techniques, methods, and procedures.
Use general mathematical principles to add, subtract, multiply, divide, and compute percentages.
Ability to read, understand, interpret, apply, and explain to the departments the current divisions practices, policies and procedures.
Ability to collect, evaluate, and interpret data in statistical and narrative forms; ability to use analysis, tools, and reviews.

MINIMUM QUALIFICATIONS

Education and Experience
Bachelor's degree in business, information technology, computer science or related field, and a minimum of two (2) years of hands-on business systems experience including data management, input, ad hoc reporting, and system support; OR
Associate's degree in business, information technology, computer science or related field, and a minimum of four (4) years of hands-on business systems experience including data management, input, ad hoc reporting, and system support; OR
Six (6) years of hands-on business systems experience including data management, input, ad hoc reporting, and system support.

SUPPLEMENTAL INFORMATION

- Apply today! In addition to a resume, you are required to complete and submit an online application, which will be used to screen for minimum qualifications (MQs) and to determine starting pay in accordance with the provision of the Oregon Equal Pay Act.
- Minimum Qualification Review: HR will screen applications for MQs after the posting closes on March 16th, 2025.
- Subject Matter Expert Review: Your SME answers may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin after March 23rd, 2025 and will take approximately two weeks.
- Panel Interview(s): Panel interviews will be scheduled for the top candidates who successfully pass both screening steps. First round interviews will be conducted the week of April 6th, 2025.
- Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the successful candidate(s) and extend an offer of appointment.
- Post-Offer Check: The successful candidate will undergo a background check.
- Start Date: A start date will be determined after all conditions of employment have been met.
