Scale is growing our People Team! As the Contingent Workforce Manager, you will be part of a dynamic team responsible for the operations of the contingent workforce program. You will collaborate closely with key cross-functional partners, including Legal, HR, Operations and other various business units to ensure efficient program management. As the Contingent Workforce Manager, you will be responsible for building central processes and policies and driving operational efficiencies in Scale's contingent workforce program by managing vendor relationships, ensuring compliance, and implementing framework and processes. Success in this role will be demonstrated by improving contingent worker processes, implementing innovative solutions, and supporting the business in leveraging contingent talent strategically. You will lead the charge on automating processes to streamline workforce engagement and compliance, all while maintaining alignment with evolving business priorities.


You Will

  • Develop a smooth approval and engagement process for new contingent workers, including compliance training and system access guidelines.
  • Develop a labor utilization framework to guide business decisions on contingent labor and partner with various teams to evaluate new requests.
  • Own program compliance, including engagement, policy creation, documentation, training, and exiting.
  • Develop and improve processes to meet the needs of various worker engagements (e.g., freelancers, on-demand suppliers).
  • Manage RFP for VMS selection and implementation
  • Provide training and guidance on worker classification and process-related inquiries.
  • Manage change within the workforce program, ensuring seamless transitions with new processes and technologies.
  • Manage MSP/EOR relationships to ensure exceptional service, compliance, and process efficiency.


  • Identify and mitigate potential risks associated with the contingent workforce by working closely with cross-functional stakeholders.


Required Skills and Experience:

  • 5+ years of experience managing contingent workforce programs within tech
  • Deep understanding of HR, staffing, MSPs, VMS, employment law, and worker classifications (1099/IC).
  • Strong relationship-building skills in a cross-functional environment, with proven success in influencing at all levels.
  • Well-versed in contingent workforce laws and regulations, with solid expertise in compliance and worker classifications.
  • Highly analytical, with strong problem-solving skills and a data-driven approach to decision-making.
  • Excellent communication and interpersonal skills, both written and oral, with the ability to influence up, down, and across the organization.
  • Self-motivated, reliable, and detail-oriented, capable of managing multiple tasks efficiently with minimal supervision.

Compensation packages at Scale for eligible roles include base salary, equity, and benefits. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position, determined by work location and additional factors, including job-related skills, experience, interview performance, and relevant education or training. Scale employees in eligible roles are also granted equity based compensation, subject to Board of Director approval. Your recruiter can share more about the specific salary range for your preferred location during the hiring process, and confirm whether the hired role will be eligible for equity grant. The base salary range for this full-time position in the location of San Francisco is:
$144,000 $172,800 USD
