Job Description

Duties: Provide financial management services for the client:



  • Budget Integration - Commitment/Obligation/Expenditure Reconciliation

    • Analyze data from various Government accounting systems and Program Contractor inputs/reports to support training; data collection; documentation; reconciliation of current, prior and canceling year budgets; and budget execution for all Programs.
    • Perform Commitment/Obligation/Expenditure Reconciliation on funding.
    • Assist with all recurring and non-recurring financial reviews to ensure unliquidated obligations are recorded; in the proper stage of accounting; valid and correct; dormant/not dormant; and ensure documentation exists to support the recording of the obligations and commitments.
    • Recommend remedial actions as necessary to resolve discrepancies: reconciling and validating unliquidated obligations, 90-day Miscellaneous Obligation/Reimbursement Documents, Open Document List, Tri-Annual Review, analysis of expiring and canceling year funds, year-end contingent liability, Military Interdepartmental Purchase Request/Miscellaneous Obligation/Reimbursement Document validation, prior-year and canceling year budgets, and budget execution.
    • Interface with the financial management staff, Defense Finance and Accounting Services, and DCMA to resolve any anomalies identified during reconciliation.


  • Reconciliation - Contract Baseline

    • Establish, maintain, and update a document -by-document reconciliation baseline for each contract. Record the baseline and any updates available, and document updates.
    • Compare the expenditure baseline to the obligation baseline to establish an unliquidated obligations baseline.


  • Financial Reconciliation

    • Collect, compare, document, and reconcile Commitments/Obligations/Expenditures records for current, prior-year, and canceling year budgets for contracts and funding documentation against accounting records to identify and record discrepancies.
    • Maintain a list of all reconciliation actions and suspense to ensure corrective action plans are implemented and discrepancies are resolved. Discrepancy identification may require lower level analysis to include, but not limited to, (1) reviewing Defense Finance and Accounting Services internal data and reports, (2) reviewing payment of record, (3) conducting discussions with Contracting Officer and personnel from other funding sources, (4) analyzing the program office copy of the contract and funding documents, (5) analyzing acquisition Contractor invoices, (6) communicating with the paying and/or accountable station(s) to review internal documentation, (7) reviewing all Lines of Accounting on the Open Document Listings and process all required documentation to ensure Defense Enterprise Accounting & Management Systems compatible, and (8) reviewing and analyzing the basic contract and all modifications thereto.


  • Reconciliation - Corrective Action Instruction

    • Research, generate, coordinate, and submit Corrective Action Instruction packages in accordance with applicable reference/compliance documents and track the status of packages submitted to Defense Finance and Accounting Services and the Accounting and Finance Office.
    • Review cost, accounting and finance, or other records/systems ensuring corrective actions are reflected in all financial and cost accumulation data systems.


  • Reconciliation Reports

    • Perform continual reconciliation of contracts and funding documents, such as Military Interdepartmental Purchase Request, Miscellaneous Obligation/Reimbursement Document, Project Orders, AF Form 616s, and AF Form 4009; create tracking reports.

Minimum Education & Certification(s): Bachelor's degree required.

Minimum Yrs. Experience and/or Expertise:12+ years of progressive experience in the field of financial management and budget analysis

Clearance: Secret

Location: El Segundo, CA. Los Angeles Air Force Base

Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations.

Salary Range:$125,000 - $160,000

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.

Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.

Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
