Quartz is seeking a Member Advocacy Program Manager to create, lead and evaluate the Quartz Member Advocacy Program and serve as a lead advocate for Medicaid, BadgerCare and Supplemental Security Income (SSI) members. Responsibilities

  • Creates, leads, and evaluates the Quartz Member Advocacy program and serves as the lead advocate for Medicaid, BadgerCare, and SSI members
  • Works with both members and providers to facilitate the provision of benefits to members
  • Ensures adherence to Department of Human Services (DHS) requirements, including training, complaint resolution, and culture competency initiatives
  • Leverages strategic partnerships, population health insights, and robust program management
  • Accountable for maintaining a strong market presence in key Quartz service area counties and aligning initiatives with the organization's strategic goals
  • Develop and execute plans to mitigate challenges associated with provider network changes
  • Create an annual advocacy and community engagement plan
  • Monitor and participate in grievances and appeals to identify trends and address systemic issues in care delivery
  • Provide actionable recommendations to improve member experiences and outcomes
  • Evaluate provider network changes to ensure continuity, equity, and quality of care


Qualifications

  • Bachelor's Degree with 5 years of experience in Advocacy, Healthcare, or Social Services, with a focus on Medicaid, BadgerCare Plus, and Supplemental Security Income (SSI) Populations,
  • OR Associate's Degree with 8 years of experience in Advocacy, Healthcare, or Social Services, with a focus on Medicaid, BadgerCare Plus, and Supplemental Security Income (SSI) Populations,
  • OR High School Equivalency with 11 years of experience in Advocacy, Healthcare, or Social Services, with a focus on Medicaid, BadgerCare Plus, and Supplemental Security Income (SSI) Populations
  • Demonstrated experience working with individuals with disabilities (this is required per DHS contract)
  • Expertise in cultural competency, health equity, and advocacy strategies
  • Strong problem solving, mediation, and negotiation skills
  • Proficiency in analyzing data and presenting actionable insights
  • Flexibility to address member needs and participate in community events, including occasional evening or weekend commitments
