Ensures the security and integrity of City Schools' payroll systems. Prepares and produces City Schools' payroll. Creates and maintains payroll data and reporting files. Prepares and distributes payroll related reports.
Essential Functions
- Processes employee benefits calculations and third-party reporting, including deferred compensation - IRS Section 403(b), cafeteria and flexible spending accounts, dependent care benefits, leave benefit accruals, group term life insurance, educational assistance, and third-party sick pay.
- Processes wage attachments, including federal and state tax levies, bankruptcy orders, child support/family court orders, garnishments, and Consumer Protection Act requirements.
- Enters the classification of employees, including independent contractors, statutory employees, and leased employees.
- Pre-balances payroll and inputs payroll data. Reconciles and proofs payroll output. Advises supervisor of input errors and, where appropriate resolves errors.
- Handles interfaces for 403B programs, insurances, United Way, City and State retirement, updating voluntary deductions, and assisting with bank-related activities.
- Prepares quarterly and year-end reporting, including W-2, W-2C, W-3,941, tax deposits and internal and external audits.
- Prepares third-party reporting, including deferred compensation?IRS Section 403(b)?cafeteria and flexible spending accounts, dependent care benefits, leave benefits accruals, group term life insurance, educational assistance, and third-party sick pay.
- Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies, and the professional standards.

Desired Qualifications
- High school diploma or GED. College coursework in accounting is preferred. Bachelor's degree desirable.
- Fundamental Payroll Certification (FPC) status preferred by The American Payroll Association.
- Three years of progressive payroll experience.
- Knowledge of federal, state, and local reporting requirements and wage and hour laws, including the Fair Labor Standard Act, minimum wage, and child labor.
- Experience processing union payrolls and associated reporting requirements.
- Effective verbal and written communication skills.
- Proficient in using technical computer applications in payroll processing and reporting, as well as Microsoft Excel, Outlook, and Word.
