Position Summary

Odyssey Systems has an exciting opportunity for an Advisory and Assistance Services (A&AS) contractor support the Space Domain Awareness (SDA) Data Fusion Program Manager for TAPLab on the US Space Force, Space Systems Command, Battlespace Awareness Acquisition Delta's TAPLab team.

SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. The Battlespace Awareness Acquisition Delta (USSF SSC/SZB) executes system acquisition and modernization for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system, and subsystem engineering, maintenance and supply support, and fielding.

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC/SZB depot and development contractors and with SDA stakeholders.

This is a full-time position at 2424 Garden of the Gods Road in Colorado Springs, CO.



Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Data Fusion TAPLab Program Manager, you will work closely with the Government Program Manager and provide Advisory and Assistance Services support in various program management disciplines including development, execution, and oversight of action plans, schedules, finance, funding, risk management, contractual oversight of initiatives associated with the development, modification, upgrade, and sustainment of the mission. You will assist in the oversight for multiple small- to mid-sized contracts developing and fielding war fighting systems.
Duties include, but are not limited to:
* Apply programmatic knowledge and experience to advise the Government Program Management Office
* Develop and maintain budget estimates for acquisitions projects
* Analyze financial data to ensure accuracy and compliance with budgetary guidelines
* Advise the Government Program Management Office using programmatic knowledge and experience.
* Develop, maintain, and analyze budget estimates for acquisition projects, ensuring accuracy, compliance, and cost-effectiveness.
* Monitor expenditures throughout the acquisition lifecycle, tracking financial data and forecasting future budget needs.
* Prepare and present financial reports to stakeholders and management.
* Ensure short- and long-term plans align with service goals, schedules, and policies outlined in the program roadmap.
* Evaluate the cost-effectiveness of acquisitions and ongoing projects, providing recommendations for optimization.
* Monitor project and program status, adjusting work plans and negotiating for resources as needed.
* Develop and defend program objective memorandum (POM) inputs to address funding gaps and initiatives.
* Manage and oversee prime contractor performance, including contract deliverables and compliance.
* Maintain strong relationships with stakeholders across DoD, intelligence, and international partners.
* Oversee the full lifecycle of software development and prototyping, ensuring mission alignment and end-user relevance.
* Develop and implement acquisition strategies for software and hardware procurement, ensuring regulatory compliance and cost efficiency.
* Establish and execute testing protocols for prototype validation, incorporating user feedback and operational assessments.
* Facilitate access to live, synthetic, and archived data sources to support development, testing, and operational integration.
* Oversee integration efforts with operational frameworks to ensure seamless data interoperability.
* Develop transition strategies for operationalizing prototypes, including risk assessment and phased implementation.
* Coordinate with subject matter experts on satellite data, sensors, and ground architecture to maintain technical accuracy.
* Plan and execute industry and demonstration events to showcase lab capabilities and foster collaboration.
* Establish and maintain relationships with OPIR Battlespace Awareness Center (OBAC) operators, integrating their feedback into software development and transition plans.
* Identify and mitigate risks related to software development, data security, and operational deployment, ensuring cybersecurity compliance.
* Oversee vendor engagements, contract negotiations, and performance evaluations to ensure timely and mission-aligned delivery.
* Facilitate knowledge sharing and collaboration among government, industry, and academic stakeholders to advance software development and operational integration.
* Maintain strong relationships across a wide spectrum of stakeholders including USSF, USAF, USN, USSPACECOM, USINDOPACOM, USEUCOM, USSOCOM, OSD/R&E, SSDP, intelligence community (IC) partners, and international partners
* Travel to CONUS and OCONUS locations at the request of the Government
* Other duties as required/requested by the Government within the constraints of the S3 contract



Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Secret with the ability to gain and maintain a Top Secret/SCI

Education: Bachelor's degree in Business, Finance, Engineering Management, Computer Science, Software Engineering or a related field

Years of Experience: 12 years of directly relevant experience, 5 of which must be in the DoD, OR MA/MS degree and 8 years of directly relevant experience, 5 of which must be in the DoD

* Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment
* Comfortable interacting with senior leadership
* Knowledge of government financial management processes and systems
* Self-motivated with the ability to work independently as well as part of a team
* Effective communication skills (both written and verbal) with internal and external clients

Preferred Qualifications

Clearance: Active Top Secret/SCI clearance, agreeable to polygraph

Education: Master's degree in Business, Finance, Systems Engineering, Engineering Management, Computer Science, Software Engineering or a related field

Years of experience: 12 years of directly relevant experience, 5 of which must be in the DoD

Certifications: PMP Certification; DAU DAWIA, or equivalent Acquisition Program Management Level II or III training

* DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force, Space Force, Army, Navy, Missile Defense Agency, intelligence, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory organizations
* Familiarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirements
* Experience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals
* Experience with government financial management processes and systems
* Knowledge of Confluence and Jira
* Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods

Additional Information

Location: Work is performed at 2424 Garden of the Gods Road, Peterson Space Force Base, and Schriever Space Force Base in Colorado Springs, CO

Travel: Up to 25% to CONUS and OCONUS locations upon Government direction

Remote, Onsite, or Hybrid: Opportunity to telework 2 days per week at the discretion of the Government.
