As the Landside and Airside Contracts Manager, you will negotiate and manage all leasing, permitting, and assignment of concession and non-concession space (landside and airside) at Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).Landside and Airside Contracts Manager Serves in the Airport Administration Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD). Directly, and through subordinate business specialist staff, develops strategy for landside and airside business and commercial focus. Develops and maintains effective relationships with airlines, concession, and non-concession tenants. Serves as technical advisor on all airport contracting matters, including airline, concession, and other tenant matters. Manages the preparation, negotiation, development, drafting, execution, and administration of contracts, leases, and other agreements with airlines, concessions, and other non-concession tenants. Performs related functions GENERAL RESPONSIBILITIES Directly and through subordinate staff, plans, manages, and implements contractual relationships with airline, concession, and non-concession tenants, ensuring compliance with contract provisions. Develops and implements a program to lease, permit, and assign airport premises including terminals, hangars, cargo buildings, fixed based operators, government, storage lots, fueling system and the Air Traffic Control Tower. Prepares and negotiates concession revenue contracts for Fixed Based Operators. Manages the preparation, negotiation, and administration of contracts, leases, and other agreements which obligate the Airports Authority's buildings, structures, and grounds. Oversees all permitted for-hire ground transportation operators including taxi contracts (IAD), taxi permit system administration (DCA), Transportation Network Companies and independent for-hire vehicles. Recommends applicable regulations for operating at the airports and ensures compliance by permit holders. Responsible for ground transportation curbside management contractor operating and financial performance including approval of contractor's annual operating budget. Oversees rental car concession contracts including the competitive solicitation process to maximize revenues for the Airports Authority. Leads space planning efforts for new and existing tenants. Coordinates airport and tenant construction activities to ensure have minimal impact on the Airport's landside revenue and customer experience. Identifies opportunities to maximize revenue generation and develops annual revenue goals and objectives for the effective lease and use of commercial buildings and facilities. Develops and issues Commercial Aviation Services Permits to providers of airline support services. Provides management oversight, technical support, and recommendations related to tenant facility renovations and airline improvement projects. Coordinates outreach to airlines and tenants regarding Airport construction projects. Plans and leads the monthly Airline Management Council meeting. Coordinates with others to manage parking and equipment located airside and at the terminal curbside and loading docks. Supports Airline Business Development outreach to attract new air carriers providing site visits, evaluation of cost estimates, identification of potential leased spaces and operational guidelines for starting service. Leads coordination of contractual and space requirements for honor and charter flights which are not handled by the FBOs. Serves as the primary point of contact with new entrant airlines and works with all airlines regarding assignment of gates and terminal support space. Administers the Airport Use Agreement and Premises Lease to include leading premises reallocation utilization studies and provides recommendations for modifications to enhance usage and effectively manage limited facilities. Manages all lease and space data in a leasing and property management system. Administers airline gate and space permits. Calculates tenant pro-rata shares for monthly tenant billings to recover costs for services. Tracks airline data. Tracks slot holder and utilization data at DCA. Prepares and manages annual budget and expenditures, and quarterly reports. Coordinates plans for signage changes and exhibits. Advises senior managers on all aspects of airport operational activities. Supports the planning and execution of the semi-annual Airline Affairs meeting. Keeps abreast of developments and best practices in airport operations and the airline industry. May serve as Department Manager in the event of their absence. Performs other duties as assigned. QUALIFICATIONS Eight years of progressively responsible experience in property lease administration and execution in an airport business department. Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team. Knowledge of and ability to apply business and industry best practices to developing strategic plans for, negotiating, and executing commercial leasing and concessions contracts. Skill in reviewing or preparing contractual language and documents, budget and inventory reports, financial analyses, and formalized policies and procedures. Knowledge of and ability to perform a full range of contracting functions relating to a variety of business operations and practices and the leasing of space. Knowledge of and ability to administer airport leasing and contracting programs. Skill in developing, negotiating, evaluating, and interpreting terms and conditions of airport tenant and related contracts. Ability to make detailed analyses of data and information and make recommendations. Ability to speak and write effectively, with emphasis on communicating technical and contractual information accurately and persuasively. Skill in managing multiple projects concurrently. Skill in using a computer and modern office suite software. PREFERRED QUALIFICATIONS Experience tracking, projecting, and managing lease agreements and space in a leasing management system or other software program. Experience managing deliverables and financial performance of revenue agreements. Experience overseeing tenant renovation and improvement projects. Experience with use of a financial management system. Certified by the American Association of Airport Executives (AAAE) or Airports Council International (ACI). EDUCATION A Bachelor's Degree in Business Administration, or related field. CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. NECESSARY SPECIAL FACTORS Operates vehicle landside and airside (requires AOA permit). Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
