Program Manager - Technical Training (Gas Utilities)

Purpose

Responsible for designing, developing, and delivering technical training programs to ensure compliance with company safety policies and government regulations. Oversees training qualification programs for Gas Operations, utilizing the Learning Management System (LMS) to coordinate both classroom and hands-on training for employees and external entities. Additional responsibilities include evaluating new tools and equipment, updating standards and procedures, conducting field audits, and certifying field employees. This role requires strong technical expertise, effective communication skills, and the ability to engage diverse audiences.

Accountabilities

* Extensive knowledge of regulatory compliance in Gas Operations, including DOT and OSHA requirements.
* Conducts field inspections to assess employee and contractor compliance with safety and operational standards.
* Implements corrective actions to prevent accidents and procedural violations.
* Develops and delivers training programs, ensuring adherence to state and federal codes.
* Proficient in using Learning Management Systems (LMS) to coordinate, track, and report training.
* Designs comprehensive training materials, including pre-work, guides, learning aids, quizzes, and hands-on modules.
* Strong organizational skills to plan and effectively deliver training at all levels.
* Evaluates trainee performance through field audits, coaching, and refresher training.
* Identifies and provides remedial training for qualification programs.
* Maintains auditable training records and manages training costs/resources.
* Adapts well in high-change environments and continuously enhances instructional delivery.
* Knowledgeable in eLearning development for training enhancements.
* Assists in developing O&M and corporate standards, along with related work procedures.
* Qualified to conduct welding qualifications and re-qualifications.
* Conducts Training Needs Assessments for new equipment, procedures, and technology.
* Serves as a Subject Matter Expert (SME) in creating and modifying technical training programs.

Education and Experience

Experience or certificate in adult education preferred.

  • High school diploma or General Equivalency Diploma (GED)
  • Seven years progressively responsible professional experience in the industry of operations management and/or compliance work.
  • Requires a valid driver's license.
  • Works is split between an office environment and field environment based on requirement to accomplish training requirements.
