Posting Summary |
Rutgers, the State University of New Jersey is seeking a Compliance Investigator for University Ethics and Compliance. Reporting to the Director of Ethics, Training, Investigations, and Public Records, the Compliance Investigator is responsible for independently conducting investigations involving suspected violations of University policies, as well as civil regulations and Federal and State laws.
Among the key duties of this position are the following:
- Conducts independent, impartial, prompt, and comprehensive investigations into civil and administrative violations that may result in disciplinary against a student, staff or faculty member.
- Coordinates and/or participates in collaborative investigations with other departments of the University, such as Audit & Advisory Services, Office of Employment Equity, Regulatory Research, Student Affairs, or Public Safety, and/or outside agencies and law enforcement as deemed necessary and appropriate.
- Cooperates with law enforcement and court personnel when necessary.
- Serves as a witness in potential court or administrative proceedings.
- Serves as fair and impartial fact-finder conducting investigations into alleged employee misconduct.
- Prepares high volume investigative reports that clearly identify the critical facts discovered in the course of the investigation, provides a thorough and clear analysis of such facts and the policy/law pertaining to the alleged incident.
- Demonstrates sound judgment.
- Generates correspondence; manages schedules.
- Maintains accurate records; gathers and reviews information, such as audit reports, university records, police reports, university emails, and notifies and responds to management as necessary.
- Maintains and updates the institutions case management system to ensure accurate and comprehensive documentation of all cases. Input case details, timelines, communications, and outcomes in compliance with institutional policies and regulatory requirements.
- Stays informed of changes and updates to University policy, federal, and state regulations, and guidance affecting higher education.
- Participates in relevant professional development, webinars, and training to remain current on standards and best practices.
- Understands and adheres to Rutgers' compliance standards as they appear in the Code of Ethics and the State Conflicts of Interest Law.
- Maintains accurate and confidential records of investigations in accordance with department policies.
- Prepares internal investigations and collaborates with the Office of General Counsel, Office of Labor Relations, Office of Academic Labor Relations and Office of Employment Equity in order to assist in conducting independent and impartial confidential investigations of aligned and non-aligned employees in compliance with federal and state law, University policies and applicable collective negotiations agreements (where appropriate).
- Participates in the development, planning and implementation of new programs and projects to improve methods, techniques and skills of University Ethics and Compliance personnel.
- Performs other duties as assigned.

Qualifications
Minimum Education and Experience |
- Bachelor's degree or an equivalent combination of education and/or experience.
- Five (5) years of relevant experience.

- Experience interpreting and applying standards/policy to ensure organizational compliance.
- Proven experience conducting workplace or corporate investigations and managing complex cases.
- Experience working independently on investigations, evidence review and case development.
- Strong analytical, organizational and problem-solving skills.
- Excellent oral and written communications skills.
- Proficiency in drafting clear and succinct confidential investigative reports which detail case findings.
- Relevant experience in audit, investigation or compliance areas.
- Ability to maintain confidentiality and professionalism when handling sensitive and confidential matters.
- Experience utilizing Microsoft software applications, Box, OneDrive, etc.

Preferred Qualifications |
- Master's (MA) degree or Juris Doctor (JD) in a related field.
- Knowledge of healthcare and/or disability regulations, including but not limited to the Health Insurance Portability and Accountability Act (HIPAA), and American Disabilities Act (ADA).
- Experience performing HIPAA risk assessments.
- 5+ years of experience conducting internal investigations.
- Experience conducting investigations at a College/University or a healthcare facility.
- Experience testifying at administrative or legal proceedings.
- Proficiency with investigative case management software(s).
