About the Job

The Senior Oracle APEX Developer is a role within the University of Minnesota Foundation's Information Technology (IT) department and part of the application development team.. This position will support the Foundation's proprietary enterprise systems, supporting over 2,000 active users across five campuses. These systems, including the alumni, donor and prospect management modules and fund accounting/financial management systems, are built on an Oracle platform utilizing PL/SQL, Oracle Application Express (APEX), and other web development languages.

In this role, the developer will lead and participate in development projects to maintain, expand, redesign, and improve these systems, serving as a subject matter expert through all phases of the software development lifecycle. The role also includes significant project management responsibilities, guiding project plans, timelines, and resources, while ensuring the systems are scalable, secure, and aligned with the Foundation's business goals. As the lead APEX developer, this individual will be responsible for designing, developing, and overseeing the implementation of new APEX features and functionality while guiding and mentoring other developers in APEX. The role requires strong collaboration with stakeholders and technical teams to ensure the systems remain robust, scalable, and secure, while also driving the integration of new technologies.

Key Responsibilities:

Application Development & Support (60%)

  • Lead or participate in the design, development, testing, deployment and customization of Oracle APEX and PL/SQL applications
  • Ensure applications are scalable, maintainable, secure, and optimized for performance while also driving the integration of new technologies
  • Code, test, and debug application programs according to design specifications, ensuring appropriate levels of access and security
  • Develop and execute tests to ensure applications meet functional and performance requirements.
  • Ensure system stability and performance for existing applications, including troubleshooting and diagnosing issues, performing bug fixes, managing APEX updates, patches, and security enhancements

Project Management and Leadership (25%)

  • Serve as the primary architect for APEX implementation strategies
  • Provide technical leadership, training, and mentoring in Oracle APEX to other developers
  • Lead project work groups and serve as the subject matter expert to review and define the scope of new application initiatives
  • Determine project plans, timelines, resource needs, and application concepts. Take ownership of project execution, providing progress reports to leadership, ensuring alignment with business goals, and adjusting plans as necessary

Stakeholder Collaboration (10%)

  • Collaborate closely with stakeholders to understand business objectives of current and proposed systems including business process evaluation and design
  • Act as a technical advisor and ensure alignment of system development with organizational goals
  • Serve as a liaison between business users and technical teams, translating requirements into actionable development tasks

Documentation and Best Practices (5%)

  • Create and maintain comprehensive technical and user documentation for application screens, processes, and reports
  • Ensure all applications follow best practices in security, access control, accessibility, and compliance

Qualifications

Required Qualifications:

  • A bachelor's degree and four years of work experience with Oracle APEX 5.0 or greater; OR a master's degree and two years of work experience in Oracle APEX 5.0 or greater
  • Proficiency in PL/SQL, SQL and Oracle database management
  • Experience with web technologies (HTML, CSS, JavaScript, JQuery) and their integration with Oracle APEX
  • Proven track record in developing, testing, and deploying enterprise applications
  • Demonstrated ability to lead development projects
  • Strong leadership and mentoring skills with the ability to guide other developers
  • Excellent problem-solving skills and the ability to communicate technical concepts clearly to non-technical stakeholders
  • Excellent interpersonal skills with the ability to establish and maintain relationships at all organizational levels
  • Experience or willingness to lead/manage experienced application developers

Preferred Qualifications:

  • Experience in fundraising operations, donor management, and fund accounting systems
  • Understanding of DevOps toolchain and methodologies, including release management, version control, and CI/CD
  • Knowledge of Oracle E-Business Suite, Oracle Cloud, or other enterprise resource planning (ERP) systems
  • Familiarity with data integration tools and processes
  • Experience with system administration, performance tuning, and security best practices for Oracle databases
  • Certifications in Oracle development, database administration, or APEX development

Pay and Benefits

Pay Range: $105,000- 120,000; depending on education/qualifications/experience

Time Appointment: 100% Appointment
