DEPARTMENT OVERVIEW

The University of California Office of the President (UCOP) Budget, Financial Planning and Analysis Office provides strategic support in financial planning, policy analysis and fiscal administration to UCOP. The Budget, Financial Planning and Analysis Office provides analyses of policies, systemwide shared services and programs, assists in the determination of UCOP's financial priorities and develops strategies designed to achieve these priorities. The team partners with departments to align UCOP's resources with its strategic needs and goals, and delivers insightful financial analysis, forecasting and decision support to UCOP leadership to make effective and strategic funding, financial and operational decisions.

Position Summary
The Senior Financial Analyst's responsibilities include supporting overall budget development, and guidance for a population of UCOP divisions (clients); developing and maintaining reporting on quarterly financial results against prior year actuals & budget; analyzing variances and trends; supporting departments with a quarterly forecast. In addition, this position will provide support related to the Oracle planning and budgeting system (Oracle EPBCS), including training and end-user support, along with input to future system enhancements. This role may also be responsible for identifying opportunities to support clients with improved reporting and standards related to financial management. Please note this is a hybrid position with two (2) days a week on site in Oakland, CA.

Key Responsibilities

45% Provide direction, guidance and support to UCOP divisions and departments in preparing and analyzing budgets, reviewing quarterly budget to actual variance information and creating detailed expenditure, revenue and position forecasts. Partner with division staff to review monthly actual expenses, ensuring accuracy and consistency. Review monthly and quarterly management reporting packages covering results, trends and variances, presenting findings to key stakeholders including senior UCOP leaders.

25% Monitor monthly expenditures and departmental projects, as applicable perform variance analyses to explain variances from prior year actuals and budget, including budget system entries, appropriations, fund balancing and year-end close. Perform review of requests for annual and ad hoc funding and staffing augmentations making recommendations to UCOP leadership. Collaborate with accounting staff to ensure accuracy of key financial reports.

10% Develop reports and presentations to improve decision support including reviews of programs, initiatives or shared services and budget deep dives for improved transparency of activities and related costs. Participate in the evaluation of enhancements or changes to the financial systems and planning tool for UCOP.

10% Utilize financial models to facilitate multi-year forecasting of expenditures per division, sub-division and departments including requirements for long-range operating and capital budgets.

5% Participate in projects designed to improve UCOP Budget, Financial Planning and Analysis efficiency and effectiveness, including, but not limited to, detailed fund purpose and use analyses and reconciliation, review of departmental business models and recommendations for improved financial reporting, determination of and monitoring of ROI for departmental initiatives.

5% Provide front line support for ad hoc financial analysis requests and inquiries, presenting data and insights.

Experience

Minimum 8 years' experience in related finance or accounting roles

Skills and Abilities

Demonstrated ability to research, analyze and interpret financial data, participating cross-functionally to develop a wide range of reports and analysis used for formulating recommendations.

Strong understanding of accounting and financial systems including the ability to generate and interpret Profit and Loss Statements and Balance Sheets.

Hands-on experiences in managing financial accounts and funds, including forecasting and budgets; ability to perform complex financial analysis and customized reporting.

Ability to communicate financial information to stakeholders and management in a clear, concise manner, both written and verbal. Proven ability to work on cross-functional teams.

Experience and ability to quickly acquire thorough knowledge of institutional policies, practices and procedures, as well as research, implement and recommend improvements to policies, practices and procedures.

Exceptional time management skills, ability to prioritize projects, effectively utilize resources, ability to manage multiple tasks simultaneously, and deliver work products on time.

Must be expertly skilled in the use of Microsoft Office (Excel, Word, PowerPoint, etc) and common desktop/web applications.

Experience with ERP systems, preferably Oracle and/or Hyperion Planning, along with ad-hoc tools such as SmartView.

Preferred Qualifications

Knowledge of UC policies, and experience with fund accounting preferred.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
