Primary Purpose of Organizational Unit
The purpose of Chilled Water Systems ( CWS) is to produce and distribute chilled water for approximately 155 buildings located at the main campus and two (2) satellite campuses in a cost effective, efficient and reliable manner. Chilled water is produced in two ways. One is by an extensive chilled water generating system - the single, virtual chilled water plant, comprised of four (4) networked chiller plants that are operated as a single virtual system and the second is by stand-alone chillers that are building specific. Additionally, Chilled Water Systems provides electric and steam load balance for Cogeneration Systems. CWS is part of UNC Energy Services.
Position Summary
A SIGN-ON BONUS OF $7,500 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN TWELVE (12) MONTHS OF HIRE: $3,750 WITHIN 30 DAYS OF HIRE DATE & $3,750 12-MONTHS AFTER HIRE DATE:

The primary purpose of the Instruments & Controls Superintendent is to provide leadership to the Instrumentation & Controls (I&C) workgroup for Chilled Water Systems ( CWS). This position supervises a workgroup that has responsibilities for all controls processes and systems, including chillers (water or air cooled), distribution systems and auxiliary components (heat exchangers, cooling towers, pumps, etc.) that are essential to the production and distribution of chilled water for the University. This includes advanced analysis, troubleshooting, maintenance, upgrading, and repair for power electronics, distributed control systems, and instrumentation for the entire chilled water system and equipment. This position works closely with designers, engineers, and contractors to plan, implement, and oversee additions, upgrades, and replacement of controls equipment and instrumentation. Additionally, this position works closely with CWS managers and supervisors to determine controls and instrumentation maintenance requirements and scheduling to insure safe and proper operation and control of the chillers and their auxiliary equipment.

The instruments & control systems operate 4 large-scale chilled water plants, including a sophisticated Thermal Energy Storage and Heat Exchanger System. The plants must operate continuously and are unattended much of the time. Planned expansion in 2025 include construction of a new chiller plant and a retrofitted plant which will require this position to oversee these capital projects regarding instruments and controls of this position and will likely require an expansion of FTE.
Minimum Education and Experience Requirements
High school diploma or equivalency and four years of experience in applicable Utility operations, of which one year is supervisory; or equivalent combination of training and experience. Requires certification(s).
Required Qualifications, Competencies, and Experience
High School Diploma or equivalency with progressive experience in applicable utility operations, including experience in formal supervision to include performance management, in evaluation and coaching of direct reports. Extensive training in Instrumentation & Controls Systems via technical school, military, or previous employer Extensive training in instruments & controls systems, along with some experience in system programming. These include DCS and SCADA systems, or similar systems, which can be achieved through a formal and/or informal training process.
Preferred Qualifications, Competencies, and Experience
High School Diploma or equivalency with progressive experience in applicable utility operations, including experience in formal supervision to include performance management. Extensive training in Instrumentation & Controls Systems (example - previous employer, technical school and/or military}. Extensive training in instruments & controls systems, along with some experience in system programming. These include DCS and SCADA systems, or similar systems, which can be achieved through a formal and/or informal training process.

Electrical Licensure a plus but not required.
Special Physical/Mental Requirements
While this position predominantly works in an office environment, effective management will require working in an industrial environment. To this end, effective management could include bending, stooping, climbing, some heavy lifting and ascending/descending stairs and/or ladders. This may include exposure to loud noise, wide swings in temperatures and humidity to include inclement weather.

Because this position manages utilities that support the entire campus, it is an Emergency Duty, Adverse Weather and Communicable Disease Mandatory On-site Primary position. It will be required to work during incidents that include inclement weather, university emergency or public health emergency.

The selected candidate for this position may be eligible for a sign-on bonus. Qualified applicants must apply and be selected from the candidate pool of this posting and meet the State policy following requirements:

To be eligible for a Sign-on bonus, an individual must not have worked in a probationary, permanent, or time-limited appointment in the last 12 months as an employee in North Carolina state government, including but not limited to the judicial system, state executive branch agencies, and the university system in a position subject to the State Human Resources Act.

A newly hired permanent full time or permanent part-time (more than 20 hours a week) employee are eligible for a sign-on bonus (this will be prorated for employees working more than 20 hours and less than 40 hours per week).
