SUMMARY/OBJECTIVES

It is the responsibility of the Gov't Lending Portfolio Manager I to take ownership of all tasks and challenges that they encounter in the operation of their assigned position.

This position is responsible for, but not limited to, completing financial analytics and credit underwriting for new and annual servicing of SBA 7a and USDA loan requests. This position is an entry level position into the Government Lending Portfolio Manager (GLPM) role. On a broad basis, the GLPM role includes thorough and accurate analyses and preparation of financial statement spreadsheets, determining the credit worthiness of the Bank's existing and potential borrowers, preparing a thorough written analysis of the loan request and financial condition of the borrower, assessing a proper loan grade, identifying exceptions to policy and guiding the Credit Approval Document and Memorandum through the loan approval process.

ESSENTIAL FUNCTIONS

This position is expected to perform the specific duties, tasks, and responsibilities as outlined below:

  • Requires working knowledge of the Small Business Administration and USDA rules and regulations, to include understanding the various Standard Operating Procedures manuals
  • Work with SBA Relationship Managers in accurately and completely detailing the strengths and weaknesses of the SBA loan requests
  • Working knowledge of SBA & USDA eligibility, structuring, and loan program parameters (and staying abreast of any changes in these programs)
  • Ability to properly structure SBA 7a & USDA loans, being cognizant of the Bank's SBA Loan Guidelines, Bank Loan Policy, and SBA regulations
  • Utilizes credit-reporting services to compile reports relating to the credit history of potential loan customers
  • Partners with the Government Lending Department Relationship Managers to obtain all necessary financial and other documents to underwrite a loan and move it through the approval process
  • Prepares spreadsheets of borrower(s) and guarantor(s) financial statements, analyzes such, provides commentary on financial performance, and works with Government Lending lenders to ensure proper loan origination
  • Performs personal cash flow analysis utilizing individual tax returns
  • Prepares Credit Approval documents of varying loan types and amounts; from time to time will complete commercial loan write ups (such as in the case of Pari Passu combination loan requests)
  • Researches and analyzes financial data, interprets and prepares reports of financial position with recommendations regarding credit worthiness of the borrower and accurate loan grade
  • Communicates closely with the Director of Government Lending, Credit Administrator, Relationship Managers, and other Lending staff regarding the loan pipelines and the status of requests in the pipeline
  • Ensures that the Credit Memos are accurate, thorough and prepared in a timely manner
  • Routinely accompany loan officers on calls with existing and/or prospective clients as requested
  • Routinely will communicate directly with customers, CPAs, and internal company comptrollers regarding financial statements, accounting methods, and related information
  • Participates in community related activities
  • Undertakes special projects related to job function as determined by the Chief Credit Officer, Credit Administrators and the GLPM Team Leads
  • Occasionally may be asked to partner with the Government Lending Annual Servicing Manager to underwrite annual review memos
  • Ensure that the Bank's policies and procedures, code of conduct, and regulatory guidelines are strictly complied with
  • Provide assistance to other employees by liaising with them through healthy and positive interactions
  • Be involved in performing marketing endeavors/efforts
  • Continuously update skills by participating in professional training
  • Seek opportunities to improve skills through cross-training offered by the Bank
  • All other tasks, responsibilities or duties, as directed by management

Qualifications, Education, and Certification Requirements

  • Education: A bachelor's degree in business, finance, or accounting is recommended in order to have a good understanding of financial statements and to make industry evaluations
  • Experience: At least one year of experience in Commercial Credit Analysis
  • Certifications/Specific Knowledge:
    • Knowledge of software utilized in the underwriting of SBA 7a loans
    • Knowledge of personal computer, Windows and Microsoft software applications is required
    • Must be able to prepare documents and compose business letters and memorandums
    • Must have good knowledge of business English, spelling and punctuation
    • Requires knowledge of office practices, procedures and general office machines

TRAINING REQUIREMENTS/CLASSES

  • South State Bank credit policies, procedures and underwriting standards
  • Annual regulatory and compliance training
  • Additional training may be required, as needed

PHYSICAL DEMANDS

Must be able to effectively access and interpret information on computer screens, documents, reports, and cash denominations, and identify customers. This position requires a large amount of time in front of a computer. This can be done sitting or standing with use of the right desk. This position may require bending and reaching.

WORK ENVIRONMENT

The position is located inside an cooled and heated facility with ability to go to a break room or rest room during breaks.

Telecommuting roles no matter if hybrid or 100% full time telecommuting must have a secure home office environment that is free from background noise and distractions. They must also have a reliable private internet connection that is not supplied by use of cellular data (hot spot). Cable or fiber connections are preferred. Requirements are subject to change, as new systems and technology is delivered. Travel may be required to come to meetings as needed.
