The State Highway Administration's (SHA) District 3 (Montgomery and Prince George's County) is currently recruiting for a District Utility Engineer (Transportation Engineering Manager II) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: The main purpose of this position is to function as an Associate Engineer and as part of the management team for the District 3 Office. This position oversees, supervises, administers, and manages transportation-engineering work performed by professional engineers, engineer technicians, contract, and consultant personnel. This position ensures that SHA maintains thorough and proper inspection of all utility relocation work, utility permits, district office and access permits within District 3. This work includes managing work assignments of the unit, setting standards, and coordinating work with other divisions as well as private contractors and local municipalities, on a variety of complex engineering projects. Also, this position manages processes in highway construction, hydraulics, structures, traffic, railroad crossings, as well as facility design and construction for electric, water and sewer, gas, communications and fiber optic systems. Further, this position is responsible for the coordination and response for utility emergencies.

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.

Selective Qualification: Two (2) years of the required experience must have been in utility design, utility construction, and/or utility management.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Candidate must possess a motor vehicle operator's license valid in state of Maryland.
